المستخلص: تعد المواطنة من القضايا التي تستند إلى أبعاد سياسية واجتماعية من شأنها أن تساهم في إرساء التوازن المجتمعي، خاصة وأن المجتمعات الحديثة اليوم تواجه جائحة كورونا، والتي استدعى الأمر فيها إجبارية الحجر والتباعد الاجتماعي، ومنع كل أشكال وأماكن التجمعات خوفا من انتشار الضرر والعدوى، وفي ضوء هذه المتغيرات تسعى الدراسة إلى معرفة وفهم الأسباب التي تكمن وراء إشكالية تمثل قيم المواطنة في ظل تداعيات جائحة كورونا بالاعتماد على المنهج الوصفي التحليلي انطلاقا من محاولة الكشف عن بعض الاختلالات التي من شأنها المساهمة في بلورة مسار التغير الاجتماعي مما تولد عنها تعارض وصراع بين ما تمليه قيم المواطنة من تطبيق لقواعد حفظ السلامة الصحية وقيم اجتماعية لا زالت تحت الإصرار وهو محل الانشغال. وتوصلت الدراسة إلى أن ذلك سببه راجع إلى ضعف واختلاف درجات الوعي وكثرت التناقضات القيمية والتفكير بمنطلقات شعبية أثرت على السلوكيات وأحدثت خللا وظيفيا في البيئة الاجتماعية، فالامتثال لقيم المواطنة يكون من خلال الالتزام والمشاركة في قضايا المجتمع والتفاعل معها.

Citizenship is considered as one of the issues that are based on political and social dimensions which will contribute to the establishment of the social balance, especially since modern societies Today, you are facing the Corona pandemic, which necessitated compulsory quarantine and social distancing, and the prevention of all forms and places of gatherings for fear of the spread of infection, and in light of these variables, the study seeks to know and understand the reasons behind the problem of citizenship values in light of the repercussions of the Corona pandemic, by relying on the descriptive and analytical approach, Based on the attempt to uncover some imbalances that would contribute to crystallizing the course of social change, and which give rise to a conflict and conflict between the dictates of the values of citizenship in terms of implementing the rules of maintaining health safety and social values that are still under insistence, The study found that this is due to the weakness and different degrees of awareness and many value contradictions and thinking in terms of populist perspectives that affect behaviors, which may cause a functional imbalance in the social environment because compliance with the values of citizenship is through participation in and interaction with the issues of society.
