| 520 | |d La consommation du foncier agricole est, sans doute, la plus significative des caractéristiques qui singularisent la dynamique urbaine des villes algériennes. L’Algérie, dont les richesses agraires sont limitées en raison de son relief et de son climat, voit ses terres agricoles diminuer, notamment dans la partie Nord où se trouvent les sols les plus fertiles. Skikda, objet de notre étude, a été, comme plusieurs autres villes dans le pays, victime d’un long processus d’urbanisation et de consommation des terres agricoles. Ce travail tente de faire un état de réflexion sur l’urbanisation des terres agricoles et sur le rôle de la planification urbaine et des instruments d’urbanisme (PDAU, POS) dans tout cela. | ||
| 520 | |b The consumption of agricultural land is, probably, the most significant of the characteristics that singularize the urban dynamic of Algerian cities. Algeria, whose agrarian wealth’s are limited because of its relief and climate, sees its agricultural land diminish, especially in the northern part where the most fertile soils are located. Skikda, object of our study, has been like many other cities in the country, victim of a long process of urbanization and consumption of agricultural land. This work tries to make a state of reflection on the urbanization of agricultural land and on the role of the urban planning and the urban planning instruments (PDAU, POS) in all this. | ||
| 520 | |a إن استهلاك الأراضي الزراعية هو بدون شك من أهم الخصائص التي تميز الديناميكية الحضرية للمدن الجزائرية. الجزائر، التي تعتبر ثرواتها الزراعية محدودة بسبب تضاريسها ومناخها، تعرف تراجعا في أراضيها الزراعية، خاصة في الجزء الشمالي حيث تتركز أكثر أنواع التربة خصوبة. سكيكدة، موضوع دراستنا، كانت مثل العديد من المدن الأخرى في البلاد، ضحية لعملية طويلة من التحضر واستهلاك الأراضي الزراعية. يهدف هذا العمل إلى التفكير في إشكالية تعمير الأراضي الزراعية مع إبراز دور التخطيط الحضري وأدوات التعمير في ذلك. | ||
