المستخلص: إن الوضعية الاستثنائية التي يعيشها المغرب جراء تفشي وباء كورونا المستجد، فرضت عليه إعلان حالة الطوارئ الصحية، واتخاذ مجموعة من الإجراءات ذات الطابع الوقائي والتي تحد من استمرارية سير المرافق العمومية، حيث تم توقيف الدراسة الحضورية بمختلف المستويات والأسلاك، وإغلاق العديد من الفضاءات والأماكن العمومية، وكذا توقيف بعض المرافق المرتبطة بخدمات موجهة للمواطنين كالنقل البري والجوي. وبالمقابل تم الإبقاء على مرافق عمومية حيوية لأداء خدماتها، ويتعلق الأمر بمرفق الصحة، والشرطة الإدارية والأمن، وكذا استمرار مرافق حيوية أخرى في تقديم خدماتها الضرورية للمعيش اليومي للمواطنين، في حدود الضوابط المعمول بها. في ظل هذه الوضعية التي أوقفت العديد من الأنشطة والخدمات الإدارية والاقتصادية والمؤسسات العمومية، أصبحت رقمنة الإدارة كإجراء بديل وضروري لضمان استمرارية المرافق العمومية لتقديم خدمات عامة للمواطنين، مما طرح العديد من الإشكاليات على مستوى الأجرأة والتفعيل، لاسيما مسألة مدى نجاعة هذه التدابير الرقمية الحديثة في ضمان استمرارية الخدمات الإدارية، والرفع من مردودية التدبير والتسيير الإداري وكذا كفاءة عمل الإدارة بشكل عام. إذن، فما هي تداعيات اعتماد التكنولوجيا الحديثة في التدبير الإداري؟ وإلى أي حد ساهمت الإدارة الرقمية في تجاوز جائحة فيرس كورونا المستجد؟ وهل ما عشناه من الإجراءات الرقمية الذي تم تبنيها خلال هذه الظرفية الاستثنائية سيخبو ويتوقف أم سيتطور إلى التنزيل الفعلي والشامل للرقمنة وتحقيق الريادة على الصعيد القاري والدولي؟

The exceptional situation of morocco due to the outbreak of the corona virus forced him to declare a health emergency, and led him to take a set of measures of a preventive nature, that has limited the continuity of public facilities, as the study was suspended at various levels and wires, also the closure of many spaces and public places, as well as the arrest of some facilities related to the citizen’s services, such as land and air transport. On the other hand, vital public facilities have been maintained to perform their services ,and it come to health facilities , administrative police and security , as well as the continuation of other vital facilities in providing their necessary services for the daily life of the citizens, within the limits of established controls. And in light of this situation that stopped many administrative and economic activities and services, and public institutions, digitization of the administration has become a necessary alternative measure to ensure the continuity of public utility services, which posed many problems at the level of activation ,especially the question of the extent of the effectiveness of these modern digital measures in ensuring the continuity of administrative services, and in raising the efficiency of management and administrative management, as well as the work of the administration in general. So, what are the implications of modern technology for administrative management? And to what extent has digital management contributed to overpass the corona virus emerging epidemic? And did what we have experienced from the digital procedures adopted during this exceptional circumstance will fade and stop or evolve to the comprehensive download of digitization and the achievement of leadership at the international level ?
