إن موضوع بناء المؤسسات الوقفية وعلاقاتها المتكاملة وربطها بباقي قطاعات التنمية المختلفة، سيسهم بدرجة فاعلة في إعادة الدور التنموي المنشود للمؤسسة، التي كانت مصدرا فاعلا في كل القضايا التنموية للمجتمع المسلم على مر العصور. ويأتي هذا البحث لبيان مقدار أهمية تلك العملية، وسبل تفعيل عناصرها مع باقي القطاعات الأخرى في المنظومة الكلية للدولة؛ في سبيل تحقيق الرفاهية والضمان الاجتماعي للشعوب المسلمة، لاسيما في الدول التي تعتر مستضيفة للعمل الوقفي إن صح التعبير (بلاد الغرب)، متخذا مؤسسة الأوقاف القطرية وعلاقتها بالقطاعات التنموية داخليا وخارجيا نموذجا تطبيقيا، مستخدما المنهج التاريخي والمنهج الوصفي التحليلي، لبيان ما أفرزه من نتائج كان لها بالغ الأثر في زيادة معدلات الدخل والإنفاق على مختلف المصارف الوقفية؛ إنفاذا لشروط الواقفين من جهة، وتحقيقا لمبدأ التشارك والتعاضد مع باقي مؤسسات المجتمع من جهة أخرى، بما يعود بالنفع على أصحاب المصلحة. وسوف أتناول هذا الموضوع من خلال ثلاثة مباحث على النحو الآتي: المبحث الأول: تعريف الوقف ومشروعيته وحكمته وأركانه وبيان مدى لزومه. المبحث الثاني: بناء المؤسسات الوقفية وعلاقاتها المتكاملة في ضوء متطلبات العصر الحديث. المبحث الثالث: العلاقات الوقفية المتكاملة "قطر نموذجا".
Building endowment institutions and their integrated relationships and linking them with the rest of the various development sectors; It will contribute effectively to restore the desired development role of the institution, which has been an active source in all development issues of the Muslim community throughout the ages. This research comes to show the importance of that process, and ways to activate its elements with other sectors in the overall system of the state. In order to achieve the well-being and social security of the Muslim peoples, especially in the countries that are considered hosting the endowment work, if the expression is correct (the countries of the West), the Qatari endowment institution and its relationship with the development sectors internally and externally were taken as an applied model, using the historical method and the descriptive analytical method, to clarify the results it produced. The impact is significant in increasing the income and spending rates on the various endowment banks, in implementation of the conditions of the endowment on the one hand, and in order to achieve the principle of partnership and cooperation with the rest of the community institutions on the other hand, in a way that benefits the stakeholders. I will address this issue through three sections as follows: The first topic: Defining the endowment, its legality, wisdom, and the extent of its necessity. The second topic: Building endowment institutions and their integrated relationships. The third topic: Integrated Waqf Relations - Qatar as a model.
