| 520 | |a يعتبر الفقر من بين الظواهر التي أصبحت تحظى بالاهتمام النظري والامبريقى والسياسي في مختلف الدراسات الاجتماعية والاقتصادية، كما يعد من الملامح البارزة في البلدان النامية والتي تعد الجزائر واحدة منها، حيث تزداد معدلات البطالة والحرمان الاجتماعي بشتى صوره وأشكاله، خاصة في ظل التحولات الاقتصادية الراهنة (النظام العالمي الجديد) التي وسعت كثيرا من دائرة الفقر في الجزائر، وطال حسب الإحصائيات الرسمية نحو 12 مليون جزائري فقير ناهيك عن الواقع الحقيقي الذي يؤكد أن ما يعادل نصف سكان الجزائر فقراء، حسب لجنة الخبراء من خلال الأرقام إلى قدمتها ندوة الفقر والحرمان في نادي الصنوبر خلال سنة 2000، ذلك الإشكال الرئيسي الذي يواجه الحكومات، وتعثر الكثير من مسيرات وخطط التنمية، وتزداد الهوة بين الأغنياء والفقراء. ولهذا أصبح التصدي المباشر للفقر أولوية عالمية بوصفه مسألة من مسائل حقوق الإنسان في خضم انعدام المساواة داخل البلدان، وهذا التصدي يكون من خلال التعجيل بعملية التنمية، وهنا يكمن الإشكال وتتجسد الرهانات التنموية، فهل هناك علاقة إيجابية بين ترشيد التنمية وتحسين ظروف ومعيشة الفقراء؟ وما هي التحديات الكبرى التي تعترض التنمية البشرية في الجزائر؟ ومن خلال هذا الموضوع نسعى إلى تحقيق جملة من الأهداف نوردها فيما يلي: -إبراز التطورات التي ميزت التنمية البشرية. - مدى التزام الدولة بالتدابير والإجراءات اللازمة لترقية التنمية البشرية والخلاص من الفقر. - تشييد أسس محاربة الفقر وتضافر الجهود من أجل الرقى الاجتماعي وجعلها الغايات الجوهرية للسياسات الاقتصادية. | ||
| 520 | |d L'étendue de l'obligation de l'Etat à promouvoir le développement humain et la lutte contre la pauvreté(Le cas de l'Algérie) La pauvreté est un des phénomènes qui sont devenus une peine théorique, empirique et politique dans les différentes études sociales et économiques, elle est considéré comme une apparence émergente important dans les pays en développement dont l'Algérie est l'un d'eux, où la privation sociale sous diverses formes et les taux de chômage augmentent, en particulier sous la lumière des transformations économiques actuelles (caractéristiques du nouveau système Mondial), qui a considérablement élargi le cercle de la pauvreté en Algérie. Selon les statistiques officielles sur les 12 millions algériens pauvres pour ne pas mentionner le fait réel qui confirme que l'équivalent de la moitié de la population de l'Algérie est pauvre, rapportait par la Comité d'Experts à travers les chiffres fournis par le séminaire de la pauvreté et de la misère au cours de l’année 2000 à Club des Pain. Le seuil important de la pauvreté atteint en Algérie, crée une confusion principale face aux gouvernements, ce qui perturbe l’avancée d’un grand nombre des plans de développement et augmente l'écart entre les riches et les pauvres. La lutte contre la pauvreté est une priorité mondiale urgente décrite comme une problématique des droits de l'homme dans un milieu ou l’inégalité est absente au sein des pays. La réussite de cette lutte se fait à travers l’accélération du processus de développement et c’est la dessus ou réside la questionet l’incarnation des enjeux du développement ; yat-il une relation positive entre la rationalisation du développement et l'amélioration des conditions de vie des pauvres? Quels sont les défis majeurs qui contraignent le développement humain en Algérie? A travers ce sujet proposé, notre objectif est d’essayer de mettre en évidence les principaux points suivants : - Souligner les développements qui ont caractérisé le développement humain. - Lescapacités d’implication et d'engagement de l'Etat afin d’améliorer le développement humain et d’irradier la pauvreté. - La construction des fondements de la lutte contre la pauvreté, les efforts concertés pour arriver aux progrès social et concrétiser les objectifs fondamentaux de la politique économique. | ||

It is also a prominent feature in developing countries, of which Algeria is one, where unemployment rates and social deprivation in all its forms and forms are increasing, especially in light of the current economic transformations (the new world order), which have greatly expanded the circle of poverty in Algeria. According to official statistics, there are about 12 million poor Algerians, not to mention the real reality, which confirms that the equivalent of half of Algeria's population is poor, according to the expert committee through the numbers presented in the Poverty and Deprivation conference in the Pines Club during the year 2000. That is the main problem faced by the governments. Many development plans and process have failed, and the gap between rich and poor is growing. That is why the direct response to poverty has become a global priority as a human rights issue in the midst of inequality within countries, and this will be addressed through accelerating the development process. Here lies the problem, and the development stakes are reflected. Is there a positive relationship between rationalizing development and improving the conditions and living states of the poor? What are the major challenges to human development in Algeria? Through this topic, we seek to achieve a number of goals, which are listed below: - Highlighting the developments that characterized human development. - The extent of the state's commitment to the measures and procedures necessary to promote human development and get rid of poverty. - Building the foundations of fighting poverty and gathering efforts for social advancement and making them the essential goals of economic policies.
