المستخلص: تعد التنمية الصناعية المحلية من بين أهم القضايا الهامة في معظم دول العالم، وذلك لكونها تفتح الآفاق للتنشيط الاقتصادي والاجتماعي والتطور التكنولوجي بأبعاده الثلاثة: المحلي، الإقليمي وكذا الوطني؛ كما تعتبر أحد اللبنات الأساسية للوصول إلى التنافسية، بهدف مجابهة تهديدات العولمة والانفتاح الاقتصادي، لذلك فقد حظيت هذه القضية بالعديد من البرامج والسياسات المنتهجة من قبل الدول، ومن بين هذه المناهج التي ارتكزت عليه غالبية الدول سواء المتقدمة منها أو التي هي في طور النمو، نجد نظام التعاون بين المؤسسات في شكل شبكات متقاربة جغرافيا تدعمها منظمات وهيئات خاصة وعامة، والذي أصطلح عليه بنظام الإنتاج المحلي، لذا يهدف هذا البحث نحو تسليط الضوء على أهمية نظام الإنتاج المحلي (SPL) ودوره في تنمية الصناعة المحلية، إلى جانب ذلك سوف نشير للتجربة الفرنسية الحديثة الخاصة بسياسة الأقطاب التنافسية.

Le développement industriel local est considéré de nos jours comme un élément de tout premier importance dans La quasi-totalité des payés de la planète, vu son rôle dans l’ouverture des divers horizons devant les activités: économique, sociale et le développement technologique dans ces trois dimensions: local; régional et global. Il est considéré comme étant une pierre angulaire pour la réalisation de la compétitivité, dont l’objectif et de faire face aux menaces de la mondialisation. De ce fait, cette question fait l’objectif de plusieurs politique et projet, dont les plus important s’est le système de production local (SPL), ce dernier est un élément à travers ce que les différents entreprise crient des réseaux de coopération ayant un proximité géographique, appuie par des institutions et organisations local, c’est dans cette perspective que s’inscrit l’objet de cet article, en se basant sur la politique récente du gouvernement française en matière de pôles de compétitivité.

Local industrial development is among the most important issues in most countries of the world because it opens up prospects for socio-economic revitalization and technological development in its three dimensions: local, regional, and national. It is also considered one of the basic building blocks for achieving competitiveness to confront the threats of globalization and economic openness. Therefore, this issue has enjoyed many programs and policies adopted by countries. Among these approaches, on which the majority of developed or developing countries have relied, we find the system of cooperation between institutions in the form of geographically close networks supported by private and public organizations and bodies, which is termed as the local production system. Therefore, this research aims to shed light on the importance of the local production system (LPS) and its role in developing the local industry.
