المستخلص: On the basis that education plays a necessary role to create changes and transformations at the social level from an economic, cultural, health and development side ... we took this path to clarify our point of view based on a reality that is on earth, precisely we are talking about higher education in Algeria and the studies that have already spoken around this subject which support our study. The university and higher education have a primordial and main role to make big changes to a whole society especially the local communities.

Sur la base que l’enseignement joue un rôle nécessaire pour créer les changement et les transformations au niveau social d’un coté économique, culturel, sanitaire et développement…on a pris ce chemin pour éclairer notre point de vue en basant sur une réalité qui est sur terre ,précisément on parle à l’enseignement supérieure en Algérie et les études qui ont déjà parlé autour ce sujet et soutiennent notre étude ,et en étant que l’université et l’enseignement superiure ont un rôle primordial et principal pour faire des grands changements à toute une société spécialement les communautés locales .
