520 |f The evolution of the status of presidential regulatory decrees in the Algerian constitutional system has made a vast difference in the traditional conflict between legislation and regulation since the President of the Republic developed influence in the executive power and his evolution in the constitutional system as a whole through various successive Algerian constitutions. These decrees now have characteristics that are not enjoyed by the legislation, although they are not the same in terms of legal hierarchy and, at the same time, are considered a competitor as parallel legislation.\nThis abstract translated by Dar AlMandumah Inc. 2021 
520 |a لقد شكل تطور مكانة المراسيم الرئاسية التنظيمية في النظام الدستوري الجزائري فارقاً شاسعاً في الصراع التقليدي بين التشريع واللائحة وذلك منذ تطور نفوذ رئيس الجمهورية في السلطة التنفيذية وتطوره في النظام الدستوري ككل من خلال مختلف الدساتير الجزائرية المتعاقبة، فأصبحت تتميز هذه المراسيم بخصائص لا يحظى بها التشريع رغم أنها لا تماثلها من حيث الدرجة القانونية وفي نفس الوقت تعتبر منافساً لها بصفتها تشريعاً موازياً. 
520 |d L’évolution du statut des décrets présidentiels dans le système constitutionnel algérien a constitué une différenciation majeure dans le conflit traditionnel entre la législation et la réglementation et cela depuis l’influence du président de la république sur le pouvoir exécutif et son évolution dans le système constitutionnel dans son ensemble, à partir des différentes constitutions algériennes qui se succèdent. Ces décrets sont caractérisés par des spécificités qui ne sont pas dans la législation malgré qu’ils ne soient pas comparables par rapport au degré juridique et en même temps elle est considérée concurrente comme étant une législation parallèle.
