هدفت الدراسة الى التعرف على واقع إدارة المخاطر المالية والإدارية من قبل الإداريين في أندية الدرجة الأولى والممتازة في منطقة الفرات الأوسط والمنطقة الجنوبية بكرة القدم من خلال بناء مقياس لإدارة المخاطر، استخدم الباحث المنهج الوصفي بطريقة المسح الميداني والمنهج المقارن لملائمته طبيعة الدراسة، وقد تمثل مجتمع البحث بإداريي أندية الدرجة الأولى والممتازة في منطقة الفرات الأوسط والمنطقة الجنوبية بكرة القدم حيث كان مجموع هذه الأندية (79) نادي، بواقع (71) نادي درجة أولى و(8) أندية درجة ممتازة وقد بلغ حجم المجتمع (237) إداري، وقد أختار الباحث عينة البحث بالطريقة العشوائية، وقد شملت عينة الدراسة (93) إداريا يمثلون (31) نادي. وقد خرجت الدراسة بعدد من الاستنتاجات والتوصيات منها: 1- أظهرت نتائج الدراسة وجود فروق معنوية بين أساليب التعامل مع المخاطر في كل مجال من مجالات المقياس لدى إداريي الأندية الرياضية للدرجتين الأولى والممتازة بكرة القدم في المنطقتين الجنوبية والفرات الأوسط. 2- أظهرت نتائج الدراسة أن أسلوب معالجة الخطر هو الأكثر استخداما في المجال المالي. وأسلوب تقليص الخطر هو الأكثر استخداما في المجال الإداري والقانوني والمجال الطبيعي والصحي 3- لا توجد إدارة علمية واضحة متبعة للمخاطر في الأندية. 4- لا يوجد تخطيط استراتيجي لمواجهة المخاطر في الأندية. 5- عدم استخدام التأمين على المباني والمنشآت الرياضية في الأندية. وفي ضوء الاستنتاجات فقد أوصى الباحث بعدد من التوصيات منها ضرورة تظافر الجهود الحكومية وغير الحكومية للوصول الى الحلول المناسبة للتخفيف من اثأر المخاطر المالية التي تواجه الأندية
The study aimed at identifying the reality of risk management by administrators in first-class and excellent football clubs in the Middle Euphrates and the southern region through building a measure for risk management, the researcher used the descriptive approach in a field survey method and the comparative approach due to its relevance to the nature of the study. Administrators of excellent and first-class football clubs in the Middle Euphrates and the southern region are the community of the thesis, where the total of these clubs is (79), (71) of them are first-class clubs and (8) of them are excellent class clubs and for the purpose of representing all members of the community of (237) administrative, the researcher used the intentional method to choose the study sample. The sample included (87) administrators representing (29) Clubs .The researcher has built and applied the measures for the purpose of the research, after extracting the scientific foundations for it and applying the appropriate statistical methods, and the study came out with a number of conclusions and recommendations, among which are: 1- The results of the study showed that there are significant differences between methods of dealing with risks in each area of the scale. 2- The study results showed that the method of dealing with risk is the most used in the financial field. And the method of reducing the risk most used in the administrative, legal, and natural and health fields. 3- There is no clear scientific management of the risks in clubs. 4- There is no strategic planning for facing risks in clubs. Insurance on sports buildings and facilities in clubs has not been applied. In light of the conclusions, the researcher recommended a number of recommendations, among which are: Governmental and non-governmental efforts should be concerted to reach appropriate solutions to mitigate the effects of financial risks facing the clubs. And Conducting training courses and programs for club administrators in the field of risk management.
