المستخلص: تهدف الدراسة إلى التعريف بأحد أهم التجارب الدولية الناجحة في تحقيق المنظومة المتكاملة في إدارة الوثائق والمعلومات وفقا لأحدث التقنيات المعاصرة وبكافة الجوانب العلمية والفنية لإدارة الوثائق والمعلومات الضخمة التي تنتجها وتتلقاها بدء بإنشاء أو استقبال الوثيقة أو المعلومة مرورا بمراحل معالجتها وتخزينها واستخدامها حتى مراحلها النهائية إما بالإتلاف أو الحفظ النهائي بالأرشيف الوطني، والتعرف على منهجيات الوكالة وتطبيقاتها في حفظ وأرشفة الوثائق والمعلومات العلمية والفلكية وإتاحتها للباحثين للاستخدام العلمي والبحثي عبر قواعد البيانات والمنصات الرقمية المتخصصة في تجميع وأرشفة الوثائق والبيانات الناتجة عن المراصد والتلسكوبات الفلكية التابعة للوكالة، وهي تجربة الإدارة الوطنية للملاحة الجوية والفضاء "ناسا" التابعة لحكومة الولايات المتحدة الأمريكية، والمسؤولة عن البرنامج الفضائي للولايات المتحدة. وقد ارتكزت الدراسة في خطوطها المنهجية على عدة عناصر، حيث ركز العنصر الأول على التعريف بالإدارة الوطنية للملاحة الجوية والفضاء "ناسا" التابعة لحكومة الولايات المتحدة الأمريكية، وهيكلها التنظيمي ومهامها الوظيفية والبحثية، وجاء العنصر الثاني للتعرف على مصادر الوثائق والمعلومات بالإدارة وروافدها، والتصنيف الهيكلي للوثائق والمعلومات المدارة طبقا لمبادئ تنظيم الأرشيف، وتصنيفات البيانات الضخمة، وركز العنصر الثالث على التعرف على المنظومة التقنية المستخدمة في إدارة وتخزين الوثائق والمعلومات المنتجة والمستلمة بالإدارة، وجاء العنصر الرابع لدراسة دورة حياة الوثيقة أو المعلومة بالإدارة للتعرف على المراحل التي تمر بها الوثيقة أو المعلومة وما يتبعها في إجراءات وسياسات تحكمها، وجاء العنصر الخامس للتعرف على المنهجيات والتطبيقات المستخدمة من قبل الوكالة لإدارة وأرشفة الوثائق والبيانات العلمية والفلكية التي يتم إنتاجها وتجميعها، وطرق وآليات أرشفتها وإتاحتها للباحثين، وجاء العنصر السادس والأخير للتعرف على دور إدارة الأرشيف والوثائق الوطنية الأمريكية [NARA] لتحديد مصيرها النهائي إعداما أو حفظا، مع التعرف على دور إدارة الأرشيف والوثائق الوطنية الأمريكية في المتابعة والإشراف على وثائق الإدارة الوطنية للملاحة الجوية والفضاء "ناسا" والضبط الأرشيفي للرصيد الوثائقي لوثائق الإدارة الوطنية للملاحة الجوية والفضائية NASA. وقد بينت نتائج الدراسة اتباع الإدارة الوطنية للملاحة الجوية والفضاء "ناسا" للمنهجية العلمية في إدارة دورة حياة الوثائق والمعلومات التي تنتجها أو تتلقاها الوكالة، وباستخدام أحدث التطبيقات التقنية مفتوحة المصدر المتخصصة في إدارة وتخزين الوثائق والمحتوى الرقمي الضخم، وباستخدام تقنيات إدارة قواعد البيانات الغير علاقية والعلائقية في إطار منظومة علمية مدروسة، مع المتابعة والتقييم المستمر من إدارة الأرشيف والوثائق الوطنية الأمريكية NARA للسياسات التي تضعها الوكالة لإدارة وثائقها والتحكم السليم بتدفقاتها.

The study aims to introduce one of the most successful international experiences in achieving the integrated system in the management of records and information according to the latest contemporary technologies and all scientific and technical aspects of managing records and huge information that it produces and receives, starting with creating or receiving the document or information through the stages of processing, storing and using it until its final stages, either by destruction or Final archiving of the national archive, identifying the agency's methodologies and applications in preserving and archiving scientific and astronomical records and information and making them available for researchers for scientific and research use through databases and digital platforms specialized in collecting and archiving records and data resulting from the agency's astronomical observatories and telescopes, which is the experience of the National Aeronautics and Space Administration (NASA) Affiliated with the Government of the United States of America, responsible for the United States Space Program. The study focused on its methodological lines on several elements, where the first component focused on the definition of the National Aeronautics and Space Administration “NASA” of the Government of the United States of America, its organizational structure and its functional and research functions, and the second element came to identify the sources of records and information in the administration and its tributaries, and the structural classification of records The information is managed according to the principles of document science and big data, and the third component focused on identifying the technical system used in managing and storing records and information produced and received by management, and the fourth element came to study the life cycle of the document or information in management to identify the stages through which the document or information and what It follows it in procedures and policies governed by it, and the fifth element came to identify the methodologies and applications used by the agency to manage and archive scientific and astronomical records and data that are produced and collected, and methods and mechanisms for archiving and making them available to researchers, and the sixth and last component came to identify the role of the Department of American Archives and National Records [NARA] to determine Her ultimate destiny is execution or preservation, with Learn about the role of the US National Archives and Documentation Administration in monitoring and overseeing NASA records and archiving the documentary balance of NASA documents. The results of the study showed that the National Aeronautics and Space Administration "NASA" followed the scientific methodology in managing the life cycle of records and information produced or received by the agency, and using the latest open source technical applications specialized in managing and storing records and huge digital content, and using non-relational and relational database management techniques Within a well-studied scientific system, with continuous monitoring and evaluation by the US National Archives and Documentation Department (NARA) of the policies set by the agency to manage its records and properly control its flows.
