المستخلص: يتبع الكثيرين من الأكاديميين والمختصين في الشؤون الاستراتيجية و الأمنية منهجاً نظرياً في فلسفة تطوير المؤسسات ذات العلاقة بتلك الشؤون، ذلك سببه ندرة البحوث ذات مغزى أكاديمي عملي واجب التطبيق وصعوبة مواكبة التطورات الحاصلة في ذلك المجال، بالإضافة إلى عدم الانفتاح على الدراسات المتخصصة في دول تتحدث لغات أخرى مما يستصعب الاستفادة منها، تلك العوائق تعد من أهم معرقلات الباحثين في شؤون تطوير المؤسسات الأمنية والعسكرية على حد سواء، مما يتيح إنتاج بحوث ذات ترف نظري مكرر دون الاستفادة من الهدف المرجو لوجوده. ينطلق البحث من فكرة مفادها إن المؤسسة الأمنية والعسكرية في العراق مرت بمراحل كثيرة منذ نشؤوهما، نتيجة الانتقال السلمي وغير السلمي للسلطة السياسية، مما انعكس على مجمل سلبيات وإيجابيات هذا الانتقال على تلك المؤسستين المهمتين، ولأن واقع الأمر في دولة مثل العراق يوجب التركيز بصورة مباشرة على مثل هكذا مؤسسات مهمة، وجد الكثير من المختصين والباحثين في هذا الشأن على ضرورة تطويرهما، وكان من باب أولى تطوير وتعزيز ووضع استراتيجية شاملة للدولة من أجل أن يعزز بذلك تطوير المؤسسة الأمنية والعسكرية، كما إن عملية وضع الاستراتيجية الشاملة تحتاج إلى الكثير من المصادر التي تعزز تطويرها، ومن هذه المصادر، الاعتماد على تنوعها وإيجاد موارد أخرى وإيجاد حلول ضمن استراتيجية واقعية، كما أن هناك مقومات وآليات ومناهج وتوجهات يمكن أن تساعد في تطوير المؤسسة الأمنية والعسكرية العراقية، ومن أهم تلك المقومات والآليات، إعادة فهم وادراك للعقيدة العسكرية، وعقد اتفاقيات ومعاهدات ترصن وتدعم وتطور تلك المؤسسة المهمة ضرورة فرض هيبة الدولة وتعزيزها.

Many academics and specialists in strategic and security affairs follow a theoretical approach in the philosophy of developing institutions related to these affairs, due to the scarcity of research with practical academic meaning that must be applied and the difficulty of keeping pace with developments in that field, in addition to the lack of openness to specialized studies in countries that speak languages. Others, which are difficult to take advantage of, these obstacles are one of the most important obstacles to researchers in the affairs of developing security and military institutions alike, which allows the production of research with a refined theoretical luxury without benefiting from the desired goal of its existence. The research is based on the idea that the security and military establishment in Iraq has gone through many stages since their establishment, as a result of the peaceful and non-peaceful transition of political power, which reflected the overall negative and positive aspects of this transition on those two important institutions, and because the reality of the matter in a country like Iraq requires focusing directly on a problem such as Thus important institutions, many specialists and researchers in this regard found the need to develop them, and it was as a matter of first to develop, strengthen and develop a comprehensive strategy for the state in order to enhance the development of the security and military establishment, as the process of developing the comprehensive strategy needs many resources that enhance their development And from these sources, relying on its diversity and finding other resources and finding solutions within the laid down strategy, there are also components, mechanisms, approaches and approaches that can help in developing the Iraqi security establishment, and the Iraqi military institution has dimensions in its development, including a re-understanding and awareness of the military doctrine, and the conclusion of agreements and treaties It is important to consolidate, support, and develop this important institution.
