المستخلص: هدف البحث إلى التعرف على الإطار النظري والمفاهيمي لمدارس ذوي الاحتياجات الخاصة، وتحليل واقع مدارس ذوي الاحتياجات الخاصة في دمياط. وإبراز أهم التحديات التي تواجه مدارس ذوي الاحتياجات الخاصة في دمياط؛ ووضع تصور مقترح لمواجهة تحديات مدارس ذوي الاحتياجات الخاصة في دمياط. سار البحث في محاولته الإجابة عن أسئلته وفق خطوات المنهج الوصفي؛ اعتمد البحث على المقابلة كأداة لجمع البيانات؛ وتوصل البحث إلى: 1) ضعف التمويل الحكومي لمدارس ذوي الاحتياجات الخاصة. 2) غياب البرامج الثقافية لتوعية أسر ذوي الاحتياجات الخاصة بأهمية تعليمهم. 3) ضعف الوعي المجتمعي بحقوق ذوي الاحتياجات الخاصة. وأوصى البحث: 1) التنسيق بين الوزارات المعنية برعاية وتعليم وتأهيل ذوي الاحتياجات الخاصة ووزارة التربية والتعليم على أن تكون هناك رقابة ومتابعة من مجلس الوزراء على هذه الوزارات؛ 2) الاهتمام بتدريب وتأهيل معلمي التربية الخاصة في الوطن العربي عن طريق إيفادهم إلى الدول الرائدة في هذا المجال؛ 3) العمل على فتح قنوات اتصال فعالة بين أقسام التربية الخاصة في الجامعات بشكل خاص وكافة الأقسام ذات العلاقة بذوي الاحتياجات الخاصة لتحقيق الاستفادة المتبادلة بينهما بشكل منهجي منظم؛ 4) تبني سياسية تعليمية فعالة تجاه الدعم الكامل لذوي الاحتياجات الخاصة، كذلك التنويع العادل لخدمات التربية الخاصة وتوفير المناخ التربوي المناسب لهم في المدارس العادية.

The aim of the research is to identify the theoretical and conceptual framework of schools for people with special needs, and to analyze the reality of schools for people with special needs in Damietta. Highlighting the most important challenges facing schools for people with special needs in Damietta; And developing a proposed vision to meet the challenges of schools for people with special needs in Damietta. The research proceeded in its attempt to answer its questions according to the steps of the descriptive approach. The research relied on the interview as a data collection tool; The research found: 1) Weak government funding for schools for people with special needs. 2) The absence of cultural programs to educate families of people with special needs about the importance of their education. 3) Weak societal awareness of the rights of people with special needs. The research recommended: 1) Coordination between the ministries concerned with the care, education and rehabilitation of people with special needs and the Ministry of Education, provided that there is monitoring and follow-up by the Council of Ministers over these ministries; 2) Paying attention to training and qualifying special education teachers in the Arab world by sending them to countries that are pioneering in this field; 3) Working to open effective communication channels between the special education departments in universities in particular and all departments related to people with special needs to achieve mutual benefit between them in a systematic and organized manner; 4) Adopting an effective educational policy towards full support for people with special needs, as well as equitable diversification of special education services and providing an appropriate educational environment for them in regular schools.
