|a تتناول المقالة قوانين البوليس والأمن- قوانين النظام العام الاجتماعي والاقتصادي -التي تكون واجبة التطبيق على الروابط القانونية التي تدخل في نطاق سريانها، في منازعات القانون الدولي الخاص، أيا كانت طبيعتها وطنية أم دولية، وهي ترمي بذلك إلى تحقيق الحماية اللازمة للنظام القانوني للمجتمع القاضي، حيث أن هذه الاعتبارات تقتضي تطبيق هذه القواعد مباشرة دون أن يسبقه أي بحث في طبيعة المسألة أو المنازعة على خلاف ما هو معمول به عند إعمال منهج قاعدة الإسناد.
