المستخلص: ركز البحث على تحقيق هدف جوهري تمثل في قياس مدى توفر مؤشرات أداء السيناريوهات الاستراتيجية في شركتي اسيا سيل وكورك تيليكوم للاتصالات المتنقلة في محافظة اربيل، وضمت عينة البحث عدد من المدراء في الأقسام الإدارية والفنية لمواقع الشركتين في هذه المحافظة والبالغ عددهم (62) مديراً، وجرى اختبار فرضيتي البحث اعتماداً على عدد من مقاييس الإحصاء الوصفي واختبار (t) وكذلك اختبار (Wilcoxon W) لتحقيق أهداف البحث، هذا ولقد خلص البحث إلى نتيجة مهمة تمثلت في إن شركة اسيا سيل قد توفرت فيها تلك المؤشرات وبمستويات عالية مقارنة بالمستوى المتوسط لذات المؤشرات في نظيرتها كورك تيليكوم، وهذه النتيجة تشير إلى أن الأسلوب والنمط القيادي والإداري الناجح الذي تتبعه القيادات الإدارية لشركة اسياسيل يرجع إلى استفادة تلك القيادات من السيناريوهات الاستراتيجية في تحقيق نتائج إيجابية للشركة عززت أدائها الاستراتيجي نحو الأفضل وعلى مدى سنوات طويلة منذ تأسيسها ولغاية وقتنا الحاضر. كما قدم الباحث بدوره عدد من المقترحات للقيادات الإدارية في الشركتين المبحوثتين وبالأخص لمن هم في شركة كورك تيليكوم والتي تنسجم مع توجهات وأهداف البحث.

L'objectif principal de cette recherche s'est concentré sur la réalisation d'un objectif fondamental de mesure de la disponibilité des indicateurs de performance des scénarios stratégiques dans les sociétés de communications mobiles Asia Cell et Korek Telecom du gouvernement d'Erbil. L'échantillon de recherche comprenait un certain nombre de responsables des services administratifs et techniques des sites des deux sociétés à Erbil, L'échantillon de recherche a été testé sur la base d'un certain nombre de mesures statistiques descriptives et de test (t) ainsi que (Wilcoxon W) sont utilisés pour atteindre les objectifs de recherche. La recherche a conclu qu'un résultat important était que la société Asia Cell a fourni ces indicateurs à un niveau élevé par rapport au niveau moyen pour la société Korek Telecom. Ce résultat indique que le style de leadership et de gestion réussi de la direction d'Asia-Cell a activement contribué aux scénarios stratégiques en obtenant des résultats positifs pour elle, ce qui a renforcé sa performance stratégique pour le mieux et pendant de nombreuses années depuis sa création jusqu'à nos jours. Le chercheur a également présenté un certain nombre de suggestions aux dirigeants de ces entreprises, en particulier ceux qui font partie de la société Korek Telecom, ce qui est cohérent avec les orientations et les objectifs de la recherché.

The research focused on achieving a fundamental goal represented in measuring the availability of performance indicators for strategic scenarios in the two companies, Asiacell and Korek Telecom, for mobile communications in the Erbil governorate. The research sample included (62) managers in the administrative and technical departments of the two companies' sites in this governorate. The two hypotheses of the research were tested based on a number of descriptive statistics measures and the (t) test as well as the (Wilcoxon W) test to achieve the research objectives. The research came to an important conclusion that Asiacell has had these indicators at high levels compared to the average level of the same indicators in its counterpart Korek Telecom. This result indicates that the successful leadership and management style and pattern followed by the administrative leaders of Asiacell is due to the benefit of those leaders from strategic scenarios in achieving positive results for the company that has enhanced its strategic performance for the better over many years since its establishment until the present time. The researcher, in turn, presented some proposals to the administrative leaders of the two surveyed companies, especially those in Korek Telecom, which are consistent with the orientations and objectives of the research.
