المستخلص: تحاول هذه الدراسة تقييم أثر قروض البنك الدولي للإنشاء والتعمير والبنك الإفريقي لتنمية على أداء قطاع التعليم في المغرب، خلال الفترة الممتدة من 1965 إلى 2007. من خلال تحليله الشامل للأوضاع، يخلص الكاتب إلى أن الحصيلة سلبية على كافة الأصعدة، سواء منها المالية والمادية، أو الاجتماعية. العوامل المفسرة حول رصد هذه الوضعية متعددة ومعقدة. وهي تكمن، بشكل خاص، في الفشل المؤسساتي والإداري الذي ميز تنفيذ المشروعات التمويلية المختلفة التي تقوم بها الجهتان المانحتان (عدم استقرار العاملين، مشاكل التنسيق، عجز المتابعة والتقييم، أزمة الميزانية، التهرب الضريبي، محدودية نسب التمويل، إلخ).

This study attempts to evaluate the impact of IBRD and ADB loans on the performance of the education sector in Morocco during the period from 1965 to 2007. Through this in-depth analysis, the author finds that the balance sheet is overwhelming both financially, physically and socially. The explanatory factors of the observation are multiple and complex. They reside particularly in the institutional and administrative failures making the execution of the different financing projects carried out by the two donors {staff instability, coordination problems, monitoring and evaluation deficit, budget crisis, tax evasion, ratios limited funding, etc.}.

Cette etude tente d'evaluer l'impact des prets de la BIRD et de la BAD sur la performance du secteur de l'education au Maroc, durant la periode allant de 1965 a 2007. A Travers cette analyse approfondie. l'auteur canstate que le bilan est accablant tant sur le plan financier que physique et social. Les facteurs explicatifs du constat sont multiples et complexes. ils resident plus particulierement dans les defaillances institutionnelles et administratives marquant l'execution des differents projets de financement realises par les deux bailleurs de fonds (instabilite du personnel, problemes de coordination, deficit de suivi et d`evaluation, crise budgetaire. fraude fiscale, ratios de financement resrreint, etc.).
