|a تقييم المواطن، المنصوص عليه في دستور 2011، هو ممارسة للمشاركة النشطة التي تسمح للمواطنين والمنظمات الاجتماعية بمراقبة سير الشؤون العامة، من خلال مساءلة صناع القرار العام، عن نتائج أعمالهم. ومن الناحية العملية، فإن عملية المراقبة، هذه، لها انعكاسات على طريقة الحوار والعلاقة بين السلطات العامة ومجموعات المواطنين؛ وعلى أساليب هذه الجهات الفاعلة وعلى صياغة وتنفيذ السياسات العامة. هدف هذه الورقة يكمن في دراسة آليات التقييم هذه وأثرها على العمل العمومي.

|b Citizen's assessment, enshrined in the 2011 constitution, is a practice of active participation that enables citizens and social organizations to monitor the conduct of public affairs by holding public decision-makers accountable for the results of their actions. In practice, this monitoring exercise therefore has repercussions on the mode of dialogue and the relationship between public authorities and citizen groups, on the methods of these actors and on the formulation and execution of public policies. The purpose of this paper is to study these mechanisms of evaluation and the impact they have on public action.

|d L`revaluation citoyenne, consacree par la constitution de 2011, est une pratique de participation active qui permet a des citayens et des organisations sociales de controler le deroulement des affaires publiques en demandant des comptes aux decideurs publics sur les resultants de leurs actions. Dans la pratique, cet exercice de controle engendre donc des repercussions sur le mode de dialogue et la relation entre pouvoirs publics et groupes de citoyens, sur les methodes de ces acteurs et sur la formulation et l'execution des politiques publiques. L`objectif de ce papier est d'etudier ces mecanismes de l'evaluation et l'impact qu'its Ont sur l'action publique.
