|a تمثل التعديلات الدستورية لعام 2016 ثم 2020، تحولا مهما في الحياة البرلمانية في الجزائر خاصة ما تعلق بالغرفة الثانية -مجلس الأمة -حيث أن الانتقادات التي ظلت قائمة منذ ميلاد هذا المجلس وجدت الاستجابة لها في هذا التعديل، وهو ما انعكس على مجال اختصاصات المجلس تشريعا ورقابة من جهة، وعلى مستوى التحول في مكانة مجلس الأمة على مستوى التصديق وحل الخلاف من جهة ثانية، مما شكل تراجعا في المركز الذي كانت تبوؤه هذه الغرفة، باعتبارها صمام أمان في بجال الصناعة التشريعية.

|b The constitutional amendments for the years 2016 and then 2020 represent an important shift in parliamentary life in Algeria, especially with regard to the second chamber - the National Assembly - as the criticisms that have been present since the birth of this Council found a response to them in this amendment, which was reflected in the area of jurisdiction of the Council in terms of legislation and oversight. On the one hand, and on the level of transformation in the status of the National Assembly at the level of ratification and resolution of the dispute on the other hand, which constituted a retreat in the position that this chamber used to occupy as a safety valve in the field of legislative industry.
