يمثل انتشار وتضخم ظاهرة الهجرة غير الشرعية، على النحو الحالي، إحدى أهم المشكلات التي أضحت تهدد الاستقرار الاقتصادي والاجتماعي والأمني، ومن ثم السياسي، لدول حوض البحر المتوسط، إلا أنه، ونظرا لعدم اقتصار الهجرة غير الشرعية بين دول الحوض على مواطني هذه الدول، فحسب، يصبح الاعتقاد في انحصار تأثيراتها السلبية على الدول المشار إليها وحدها، دون غيرها، أمرا بعيد المنال. يضاعف من خطورة تلك الآثار ما شهدته -ولا تزال-بعض دول جنوب وشرق المتوسط من تغيرات سياسية واجتماعية واقتصادية، بدء من عام ٢٠١١، والتي تعرف بين فريق كبير من الباحثين بأحداث (الربيع العربي)، وهو ما كان له أثره الواضح في أعداد اللاجئين، والنازحين، والمهاجرين في كل من: تونس، ليبيا، العراق، مصر، سوريا، وغيرها من دول تتخذ من الدول الأفريقية والأسيوية المطلة على شواطئ المتوسط معبرا لها كالعراق، اليمن، الصومال، اريتريا. وفي المقابل، نلاحظ أن الدول الأورومتوسطية، وجيرانها من الدول الأوروبية وإن كانت تتميز بنظم سياسية، واقتصادية، واجتماعية مشهود لها عالميا، إلا أنها تعاني من تدن ملحوظ في معدلات الزيادة الطبيعية للسكان، مما ينطوي على تهديد خطير لمكانتها الاقتصادية، وقوتها الإنتاجية على المديين المتوسط والبعيد، لذا، ترى بعضها في المهاجرين ضالتها المنشودة رغما عن إقرارها المسبق بما يكتنف هذا الخيار من مخاوف اجتماعية وأمنية وثقافية ودينية عدة. ضمن هذا الإطار، يحاول هذا البحث إلقاء الضوء على ظاهرة الهجرة غير الشرعية داخل دول حوض البحر المتوسط، وتحليل آثارها الاقتصادية والاجتماعية بهدف التوصل إلى السياسات والإجراءات المثلى للحد من آثارها السلبية.
The spread and inflation of the phenomenon of illegal migration are, as witnessed currently, critical problems that have become a threat to the economic, social, and security stability and hence the political stability of the countries of the Mediterranean basin. However, in view of the fact that illegal migration between the States of the basin is not limited to citizens of these States, it is far from possible to believe that its negative effects are limited to the States referred to alone and not others. The seriousness of these effects is compounded by the political, social, and economic changes that some Southern and Eastern Mediterranean countries have witnessed, starting in 2011, which are known among a large team of researchers as the events of the Arab Spring. This has had a clear impact on the numbers of refugees, displaced persons, and migrants in Tunisia, Libya, Iraq, Egypt, Syria, and other African and Asian countries bordering the shores of the Mediterranean as a transit, such as Iraq, Yemen, Somalia, and Eritrea. On the other hand, we note that while the Euro-Mediterranean countries and their European neighbors are characterized by internationally recognized political, economic, and social systems, they suffer from a significant decline in the natural growth rates of the population. This poses a serious threat to their economic position and productive power in the medium and long term. Therefore, some of these countries see the fulfillment of their quest in these migrants despite their prior recognition of the many social, security, cultural, and religious concerns surrounding this option. Within this framework, this research attempts to shed light on the phenomenon of illegal migration within the countries of the Mediterranean basin and analyze its economic and social effects to find optimal policies and measures to reduce its negative effects.
