المستخلص: Compte tenu de la nécessité croissante de répondre aux exigences actuelles de la vie, et dans les sécrétions des technologies de l'information et de la communication, les établissements d'enseignement supérieur algériens affronte aujourd’hui plus que jamais des changements profonds au niveau de ses systèmes éducatifs, pour pallier au manque d’encadrement d’une part, mais également dans le but d’améliorer la qualité de la formation, pour correspondre avec les exigences de l’assurance qualité, intégrant d’autres formes d’apprentissage et d’enseignement, inclut de nouvelles démarches éducatives, procédures pédagogique durant la formation. C'est ainsi qu'a été lancé le système national de téléenseignement sous la tutelle du Ministère de l'Enseignement Supérieur et de la Recherche scientifique.

In light of the growing need to meet the requirements of modern life and the productions of information and communication technologies, Algerian higher education institutions found themselves in front of only one option which is adopting electronic education as a kind of application of modern and effective technologies in education and that is aimed to decrease the shortcomings of supervision in one hand, and improve the quality of the training to match with the quality assurance requirements on the other hand. Then, the introduction of new methods of training and education at the university include a new pedagogical procedure during the training pathway. From this point the distance education national program was launched in the Algerian universities under the supervision of the Ministry of higher learning and scientific research (mesrs) aiming to integrate the specificities of electronic learning and extend it.

في ظل الحاجة المتزايدة لمواجهة متطلبات الحياة المعاصرة، وفي ظل إفرازات تكنولوجيات المعلومات والاتصال، وجدت مؤسسات التعليم العالي الجزائرية نفسها أمام خيار واحد لا ثاني له وهو تبني التعليم الإلكتروني باعتباره نمط من أنماط تطبيق التكنولوجيات الحديثة والفعالة في التعليم، وهذا قصد تخفيف نقائص التأطير من جهة وتحسين نوعية التكوين تماشيا ومتطلبات ضمان النوعية من جهة أخرى، ومن ثمة إدخال طرائق جديدة للتكوين والتعليم بالجامعة تتضمن في طياتها إجراءات بيداغوجية جديدة خلال مسار التكوين. من هذا المنطلق تم إطلاق المشروع الوطني للتعليم عن بعد بالجامعات الجزائرية تحت وصاية وزارة التعليم العالي والبحث العلمي، بهدف إدماج خصوصيات التعليم الإلكتروني وتوسيع نطاقه.
