المستخلص: Il est indéniable que les finances publiques renferment une dimension hautement technique. Cette technicité étant d’une ampleur telle que certains auteurs assimilent la loi de finances à un véritable langage de morse à rendre perplexe même un commissaire au compte. C’est cette qualité intrinsèque de technicité qui déteint sur le contrôle des finances publiques le confinant longtemps dans sa seule dimension technico-administrative. Cependant, le projet de réforme budgétaire algérienne consacre un regain d’intérêt au contrôle politique bien que la conception ultra-technique du contrôle des finances publiques soit toujours aussi persistante. La présente étude en conclut que même ainsi reconsidéré, le point d’équilibre entre contrôle administratif et contrôle politique semble toujours rompu alors même qu’il est établi que le contrôle des finances publiques est prioritairement et originellement un contrôle politique car seul le pouvoir est à même de limiter le pouvoir.

It is undeniable that public finances contain a highly technical dimension. This technicality is of magnitude such that some authors compare the Finance Act to a language of Morse that could perplex even an auditor. It is this intrinsic quality of technicality which rubbed off on the control of public finances, confining it long into its only technical and administrative dimension. However, the Algerian project of budget reform devotes a renewed interest to political control although the ultra technical design of public finances control still too persistent. The study concludes that even so reconsidered, the point of balance between administrative and political control seems always broken even though it is established that the control of public finances is primarily and originally a political control because only the power is able to limit the power.
