المستخلص: يعتبر الانتخاب مظهرا وأداة للممارسة الديمقراطية في آن واحد، إذ يجسد الطابع الديمقراطي لممارسة السلطة على المستويين المركزي والمحلي، كما يضمن التداول السلمي على السلطة مما يسمح بترسيخ الاستقرار السياسي والاجتماعي. إن استقرار الدولة يعمل على تثبيت الحقوق والحريات مما يعزز صفة المواطنة ويقويها. يؤدي شعور المواطن بحقوقه المواطنية إلى الاهتمام بالشؤون العمومية سواء على الصعيد الوطني أو على المستوى المحلي، الأمر الذي يدفع به إلى البحث عن تأصيل أمهات المسائل المطروحة على الساحة الوطنية سواء كان بعدها وطنيا أو دوليا. "تعاني معظم الديمقراطيات الغربية من مشكل العزوف عن الانتخابات، فشكل ذلك صلب اهتمام الطبقة السياسية والمثقفة، نظرا لما تولد عن ذلك من تذبذب للاستقرار السياسي والاجتماعي. فما هي من أهمية الاستشارات الانتخابية المختلفة بالنسبة للبنية الاجتماعية والسياسية للدولة؟ ما هي الأنظمة الانتخابية المدعمة لتجنيد المواطنين؟ ما هي انعكاسات فشل / أو نجاح المنظومة القانونية والسياسية في التجسيد السليم للاستشارات الانتخابية على مستقبل الدولة؟".

Election is a manifestation and a tool for democratic practice at the same time, as it embodies the democratic nature of the exercise of power at the central and local levels. It also ensures the peaceful transfer of power, which allows for the consolidation of political and social stability. The stability of the state works to establish rights and freedoms, which enhances and strengthens the rights and duties of a citizen. The citizen's sense of his citizenship rights leads him to pay attention to public affairs, whether at the national level or at the local level which leads him to search for the rooting of the main issues raised on the national arena, whether it is a national or international dimension. “Most Western democracies suffer from the problem of reluctance to vote, as this constituted the core of the interest of the political and educated class, given the fluctuation of political and social stability that resulted from this. So, what is the importance of the various electoral consultations for the social and political structure of the state? What are the electoral systems supported for the mobilization of citizens?
