المستخلص: أن تطوير مناهج البحث العلمي والمقالات العلمية المحكمة يندرج تحت الأسس الترقية للبحث العلمي وربطها بتطلعات الباحث في أن يكون له الواجب في إثراء الحقل المعرفي وكذا للبحوث الأكاديمية وبالمساهمة كفرد من الأسرة العلمية في تزويد المجلات العلمية المحكمة بالمقالات القيمة. تتعرض الباحث الأكاديمي عدة صعوبات وعوائق موضوعية من حيث تداول عناوين الدراسات وتناولها في بحوث سابقة وكذا عوائق واقعية من حيث الوسائل الخاصة المعنية بالنشر وشروط النشر والتوزيع، القضية المطروحة في المداخلة تختص في صعوبة النشر في المجلات عبر البوابة الوطنية ASPJ والتي لا تمنح معلوماتيا بوابة الكترونية المجال والاختصاص بالنسبة للباحثين في شتى المجالات العلمية. ونشير أن القاعدة البيانية للبوابة قد تكتظ بالمحاولات النشر ومحاولة إنشاء حساب بالبوابة لأن البرامج والنظام المعلوماتي للموقع ليس مهيأ لتلقي محاولات أكبر من سعته التخزينية، ضف إلى هذا ما يتعرض له الموقع عبر البوابة إلى هزمات إلكترونية ما يستوجب تطوير وتحديث هذا النظام للحفاظ وحماية المقالات عبر الموقع من القرصنة وبالتالي حقوق المؤلف تصبح محفوظة. ويقترح تطوير أنظمة البوابة الإلكترونية وتكيفها مع المستجدات التكنولوجية وتعزيز القاعدة البيانية بما يتماشى مع الجودة العلمية ويراعى حقوق المؤلف وقواعد النشر المعروفة بدرجة من التقنية العالية.

The development of scientific research curricula and refereed scientific articles falls under the foundations of promoting scientific research and linking it to the researcher’s aspirations to have the duty to enrich the field of knowledge as well as academic research and to contribute as a member of the scientific family to providing refereed scientific journals with valuable articles. The academic researcher is exposed to several difficulties and objective obstacles in terms of circulating the titles of studies and dealing with them in previous research, as well as realistic obstacles in terms of the special means concerned with publication and the conditions of publication and distribution. The issue raised in the intervention concerns the difficulty of publishing in journals through the ASPJ national portal, which does not provide an electronic portal with information, the field and jurisdiction for researchers in various scientific fields. We point out that the portal's database may be crowded with attempts to publish and attempt to create an account on the portal because the site's software and information system is not prepared to receive attempts that are greater than its storage capacity. Add to this what the website is exposed through the portal to electronic attacks, which requires developing and updating this system to preserve and protect articles on the site from hacking and thus copyright becomes reserved. It is proposed to develop the electronic portal systems and adapt them to technological developments and to enhance the database in line with scientific quality and take into account copyright and well-known publishing rules with a degree of high technology.
