المستخلص: تعمل حركة حماس منذ نشأتها على تكييف ذاتها في المشهد السياسي الفلسطيني على مستويين: الأول على صعيد المقاومة والنضال الفلسطيني، والثاني على صعيد العمل السياسي وصنع القرار الفلسطيني. وجاء هذا التحليل للتعرف على المساحة التي يمكن أن تمتلكها حركة حماس لتعيد تموضع ذاتها في النظام السياسي الفلسطيني بعد المواجهة الأخيرة في أيار/ مايو 2021، والتي أتت بالعديد من الإنجازات لصالح حركة حماس، وقادت إلى إحداث جملة من التغيرات في المشهد المقاوم الفلسطيني. وقد تتبع التحليل منهجية حركة حماس في محاولاتها موضعة ذاتها في النظام السياسي الفلسطيني وذلك من خلال محددين أساسيين: الفرص التي امتلكتها حماس، والتحديات والعقبات التي حالت دون تمكنها لغاية يومنا هذا من أن تكون جزءا من المؤسسات التمثيلية للشعب الفلسطيني، كما ركز التقرير على أبرز المتغيرات التي أحدثتها المواجهة الأخيرة والمعروفة باسم معركة "سيف القدس"، وإمكانية أن تقود إلى إعادة ترتيب البيت الفلسطيني، وماذا بني عليها من تحديات تحول دون ذلك، سواء على المستوى الفلسطيني الذاتي، أو التحديات الموضوعية. وقد خلص التحليل إلى نتيجة مركزية مفادها أن إعادة تموضع حركة حماس في المشهد السياسي الفلسطيني يعتمد على توافر أربعة محركات، هي حدوث تغيرات مفاجئة في قيادة السلطة الفلسطينية، وتطور أحداث مقاومة في ساحة من ساحات النضال الجمعي للشعب الفلسطيني، وقدرة الحركة على تشكيل تكتل يجمع أغلب الفصائل الفلسطينية بحيث تشكل ضغطا حقيقيا على قيادة السلطة الفلسطينية ومنظمة التحرير الفلسطينية لإفساح المجال لتكون شريكا فاعلا فيها، وأخيرا الذهاب إلى عقد صفقة سياسية طويلة الأمد من شأنها التمهيد لحل الإشكاليات السياسية العالقة دون الحل السياسي للقضية الفلسطينية، وقد تأخذ شكل الهدنة طويلة المدى.

Since its inception, Hamas has worked to adapt itself to the Palestinian political scene on two levels: the first in terms of Palestinian resistance and struggle and the second in terms of political action and Palestinian decision-making. This analysis came to identify the space Hamas could have to reposition itself in the Palestinian political system after the last confrontation in May 2021, which brought about many achievements for Hamas and led to several changes in the Palestinian resistance scene. The analysis followed the Hamas attempts to reposition itself in the Palestinian political system through two main determinants: the opportunities that Hamas possessed and the challenges and obstacles that have prevented it from being able to this day, to be part of the representative institutions of the Palestinian people. The report also focused on the most critical significant changes caused by the recent confrontation, known as the Battle of Jerusalem’s Sword. And the possibility that it could lead to the rearrangement of the Palestinian House, and the challenges that it has built on and prevent it, both at the self- Palestinian level and the substantive level. The analysis concluded a central conclusion that the repositioning of Hamas in the Palestinian political scene depends on the availability of four factors, namely sudden changes in the leadership of the Palestinian Authority, the development of resistance events in one of the arenas of the collective struggle of the Palestinian people, and the movement’s ability to form a bloc that brings together most of the Palestinian factions would put real pressure on the leadership of the Palestinian Authority and the Palestine Liberation Organization to allow it to be an active partner, and finally go to a long-term political deal that would pave the way for resolving the outstanding political problems without a political solution to the Palestinian cause, and it might take the form of a long-term armistice.
