المستخلص: The present report explores Hamas' document issued on May 1 2017. The points are objectively judged according to the group's political behavior in the last few years, in order to measure the size of constants and variables. The basics and philosophy of the phrasing are subjected to a vertical comparison with the group itself. Through the case analysis method, Hamas' previous opportunities and challenges are investigated, along with consequent further gains or less damages. According to the Head of the Political Bureau, the declaration merely defines the group, but it is neither presented to any specific party nor constitutes a political initiative to be accepted or rejected. However, it is certainly aimed at introducing change in the reality of the group, in terms of relations and capability to develop itself and achieve its project. In addition, as a logical analysis refers, the success of the document depends on the following factors: - The grassroots' comprehension of, and compliance with, the content - The other factions' satisfaction with the basics, so they can become a Palestinian consensual programme - The group's ability to build regional and international ties which could protect it from the new US-Arab-Islamic alliance. In conclusion, the document serves as a practical plan for national and global agreement by calling Israel as 'occupation'. Furthermore, the attempt to make national consensus about the Palestinian issue blocks the way of those who take private tracks or accuse Hamas of rejecting plurality and agreement or trying to establish an alternative.
