The subject of the study revolves around the increase in the role of government, especially after the Second World War, due to the independence of states and getting rid of colonialism, especially in developing countries that adopted the approach of administrative centralization as a method in managing the affairs of their countries, in order to achieve development for their societies, and the development of their regions, and this is done through Taking into account the basic needs of the country's regions, governorates, cities and neighborhoods, such as education, health, water, and electricity. There is no doubt that when talking about the viability of local government systems in developing countries, including Egypt, towards the application of decentralization, there has been a conceptual overlap with the issue of decentralization (administrative decentralization, political decentralization, financial decentralization, regional decentralization, and annexed decentralization). These types of decentralization depend on the degree of The powers that the central government assigns to the governorates or regions. Successful implementation will inevitably lead to a reduction in the bureaucracy that has caused the loss of development and marginalization of societies. As for decentralization on the side of government, it is similar to many terms (federalism, confederation, autonomy, local administration, and local government), so the symmetry exists, but it differs in the degree of distribution of powers entrusted to the central government. This study aims to analyze administrative decentralization at both the theoretical and practical levels, as follows: (1) A theoretical level: It revolves around the concept of administrative decentralization and some concepts and terms related to administrative decentralization, and the pillars of decentralization. يدور موضوع الدراسة حول زيادة دور الحكومة وخاصة بعد الحرب العالمية الثانية، بسبب استقلال الدول والتخلص من الاستعمار وخاصة في الدول النامية التي تبنت منهج المركزية الإدارية كأسلوب في إدارة شئون بلادهم، وذلك من أجل تحقيق التنمية لمجتمعاتهم، وتنمية أقاليمهم ويتم ذلك من خلال مراعاة الحاجات الأساسية لأقاليم الدولة والمحافظات والمدن والأحياء، كالتعليم، والصحة، والمياه، والكهرباء. ومن المؤكد أنه وبعد ذلك فشلت الحكومات المركزية في تحقيق تنمية شاملة في دولهم، مما جعل المطالبة باللامركزية من ناحية المواطنين أمرا ضروريا لتحقيق التنمية الاقتصادية بكافة صورها وبشكل دائم. فالحكومات المركزية، وبسبب اتجاهها نحو سياسات التنمية غير العادلة التي جعلت السكان في المجتمع المحلي غير راضية عن أدائها، مما شجع السكان على المطالبة بالاتجاه نحو اللامركزية الإدارية، إن التطورات التي يشهدها العالم في الوقت الحالي، والمتمثلة في ظهور العديد من المفاهيم كالعولمة، واللامركزية الإدارية، والتنمية المحلية والتي عززت من خيارات تبني سياسة اللامركزية، والسعي إلى الحد من نفوذ الإدارة التقليدية، والسلطة التي تتركز في يدها القرارات بصورة مركزية، وكذلك بسبب اختلاف تركيبة المجتمعات دينيا وعرقيا. وتهدف هذه الدراسة إلى محاولة تحليل اللامركزية الإدارية على كل من المستوى النظري والتطبيقي وذلك على النحو التالي: (1) مستوى نظري: يدور حول مفهوم اللامركزية الإدارية وبعض المفاهيم والمصطلحات المتعلقة باللامركزية الإدارية، وأركان اللامركزية. (2) مستوى تطبيقي: ببيان بعض صور اللامركزية الإدارية. واستخدم الباحث في هذا البحث المنهج الوصفي لأنه يهتم بدراسة الظواهر كما هي موجودة في الواقع، كما يهتم بوصف الظاهرة وصفا دقيقا، كما تم استخدام المنهج التحليلي حيث تم دراسة مختلف الإشكاليات العلمية، حيث تم دراسة كافة النواحي المتعلقة باللامركزية الإدارية. ومن خلال هذه الدراسة يمكن توضيح مفهوم اللامركزية الإدارية ومحاور اللامركزية الإدارية وتوضيح لبعض المصطلحات المتعلقة باللامركزية الإدارية، وصور اللامركزية الإدارية.
