Government units seek to shift to automating government services through the application of contemporary modern systems, information technology and communication systems in electronic management in a gradual and thoughtful manner in their various sectors, so this research came to shed light on the extent of the impact of using these Regulations on rationalizing costs, raising the efficiency and increasing the effectiveness of the performance of workers in the government sector, and the resulting effects on rationalizing government spending and on the efficiency and effectiveness of the performance of the government sector. The aim of this research is to define the automation of government services and e-management and its role in developing the administrative process, measure the impact of implementing its systems on cost rationalization and development of administrative work and on the performance of government sector employees, identify obstacles facing and make some recommendations to address these obstacles, in addition to assessing the effectiveness of their systems Current. The research is based on a basic question: What is the impact of applying the automation ? of government services on the performance of government sector workers To achieve this, the researcher used the descriptive and analytical method, and the field research method based on the questionnaire tool that was distributed to a random sample of some employees of the State Audit Bureau in the State of Kuwait. The research reached several results, the most important of which are: The existence of a strong positive effect of applying government service automation systems to rationalizing costs and developing administrative work and on the performance of workers in this sector, as government services automation systems have received a high rating in terms of their effectiveness. The research recommended several recommendations, the most important of which was working on activating systems for automating government services and converting all administrative procedures that are carried out in the paper and traditional manner to electronic, after developing them in line with the objectives of automating services and electronic management, with attention to providing the technical requirements of all government sectors and their workers. And training courses in the field of mechanization and electronic systems, the continuous improvement of the infrastructure to suit the technological development, and the development of current electronic systems in terms of speed, protection and compatibility with the needs of the work, which leads to rationalization of the cost of services, increase the effectiveness and raise the efficiency of performance.
تسعى الوحدات الحكومية إلى التحول إلى ميكنة الخدمات الحكومية من خلال تطبيق النظم الحديثة المعاصرة، ونظم تكنولوجيا المعلومات والاتصالات في الإدارة الإلكترونية بشكل تدريجي ومدروس في قطاعاتها المختلفة، لذا جاء هذا البحث لتبيان مدى تأثير استخدام هذه النظم على ترشيد التكاليف ورفع كفاءة وزيادة فاعلية أداء العاملين في القطاع الحكومي، وأثر ذلك على ترشيد الإنفاق الحكومي ورفع كفاءة وزيادة فاعلية أداء القطاع الحكومي. حيث هدف هذا البحث إلى تعريف ميكنة الخدمات الحكومية والإدارة الإلكترونية ودورها في تطوير العملية الإدارية، وقياس أثر تطبيق أنظمتها على ترشيد التكاليف وتطوير أداء العاملين بالقطاع الحكومي، وتحديد ما يواجه من معوقات وتقديم بعض التوصيات لعلاج هذه المعوقات بالإضافة إلى تقييم مدى فعالية أنظمتها المستخدمة حاليا، حيث يقوم البحث على تساؤل أساسي: ما هو تأثير تطبيق ميكنة الخدمات على أداء العاملين وترشيد التكاليف في القطاع الحكومي؟ ولتحقيق ذلك استخدم الباحث المنهج الوصفي التحليلي، وأسلوب البحث الميداني بالاعتماد على أداة الاستبانة التي تم توزيعها على عينة عشوائية من بعض موظفي ديوان المحاسبة بدولة الكويت. حيث توصل الباحث إلى عدة نتائج من أهمها: وجود أثر إيجابي قوى لتطبيق أنظمة ميكنة الخدمات الحكومية على ترشيد التكاليف وتطوير العمل الإداري وعلى أداء العاملين بهذا القطاع حيث حصلت أنظمة ميكنة الخدمات الحكومية على درجة تقييم عالية من حيث فعاليتها. وأوصى الباحث بالعديد من التوصيات كان من أهمها العمل على تفعيل نظم ميكنة الخدمات الحكومية وتحويل جميع الإجراءات الإدارية التي تتم بالطريقة الورقية والتقليدية إلى إلكترونية مميكنة بعد تطويرها بما يتوافق مع أهداف ميكنة الخدمات والإدارة الإلكترونية مع الاهتمام بتوفير احتياجات جميع القطاعات الحكومية والعاملين بها من المتطلبات التقنية والدورات التدريبية في مجال الميكنة والأنظمة الإلكترونية، والتحسين المستمر للبنية التحتية بحيث تتلاءم مع التطور التكنولوجي، وتطوير الأنظمة الإلكترونية الحالية من ناحية السرعة والحماية والموائمة مع احتياجات العمل مما يؤدى إلى ترشيد تكلفة الخدمات وزيادة فاعلية ورفع كفاءة الأداء.
