يكشف هذا البحث عن أهم برامج دعم التشغيل اللازمة للنهوض به ومواجهة تراجع معدلاته في الدول العربية، والدور المهم الذي تلعبه هذه البرامج في توفير فرص العمل من خلال التأثير المباشر في سوق العمل وتحقيق الموائمة بين عرض العمل والطلب عليه، كما يكشف أيضا عن أهم التحديات التي تحول دون تحقيق ذلك، وقد اتبع الباحث في منهجية البحث الأسلوب المكتبي الذي يعد أحد أنواع البحوث الوصفية، وقد توصل البحث لمجموعة من النتائج أهمها: أن برامج دعم التشغيل تعتبر من أهم روافد التنمية نظرا لارتباطها بمستويات الكفاءة والمهارة والإنتاجية وقدرتها على تصحيح التشوهات البنيوية في سوق العمل عن طريق تحسين التناسب بين الوظائف وشاغليها، وتزداد أهمية هذه البرامج مع تنامي مشكلة البطالة وخطورتها في الدول العربية التي بلغت معدلات مقلقة، وإن هذه الدول لا زالت عاجزة عن توثيق الصلة بين مخرجات التعليم والتدريب فيها وبين حاجات سوق العمل لأسباب تتعلق بنوعية ومستوى وجودة هذه المخرجات.
This research reveals the most important crisis of employment support programs for its advancement, and to face its declining rates in the Arab countries. In addition to the important role these programs play in providing job opportunities, through direct influence in the labor market, and achieving a balance between the job supply and demand for it, as well as the research reveals on the most important challenges that prevent this from being achieved. The researcher used in this study the desk research approach, which is one of the types of descriptive research. Researcher reached to set of results, the most important of them, which are employment support programs, are considered one of the most important tributaries of development, due to their relation with levels of efficiency, skill, productivity and their ability to correct structural distortions in labor market, by improving the proportionality between employments and their incumbents, the importance of these programs also increases with the growing unemployment problem and its seriousness in the Arab countries that have reached alarming rates, as these countries are still unable to document the link between education and training outcomes and the needs of the labor market, for reasons related to the growth of The quality, level and quality of these outputs.
