المستخلص: هدفت هذه الدراسة إلى تقييم دور التحول الإلكتروني في تطوير نظام المعلومات بالوحدات الحكومية المصرية، وذلك عن طريق دراسة منافع التحول الإلكتروني والتي ترتبط بحل مشكلات نظام المعلومات الحكومي، وتحقيق التطوير اللازم في ظل تقدم تكنولوجيا المعلومات والاتصالات. بالإضافة إلى إلقاء الضوء على التحديات والمخاطر التي تواجه التحول الإلكتروني في الوحدات الحكومية المصرية، والتي تتطلب البحث عن سبل لمواجهتها وتدنية آثارها السلبية، والخروج بمقترحات لمواجهة هذه التحديات والمخاطر؛ وتمت الدراسة على عينة قسمت إلى مجموعتين، المجموعة الأولى تمثل العاملين بالوحدات الحكومية وشملت القيادات الإدارية، والمحاسبين الحكوميين وممثلي وزارة المالية، والمجموعة الثانية شملت الباحثين من أساتذة الجامعات؛ وباستخدام اختبار مان ويتني توصلت إلى عدم وجود اختلافات معنوية بين فئتي الدراسة بشأن مزايا تطبيق التحول الإلكتروني على تطوير الموازنة العامة للدولة ونظام المحاسبة الحكومية ونظام الرقابة وتقييم الأداء في الوحدات الحكومية؛ ووجود اختلافات معنوية بين فئتي الدراسة بشأن وجود بعض التحديات والمخاطر التي تواجه التحول الإلكتروني في الوحدات الحكومية؛ بالإضافة إلى عدم وجود اختلافات معنوية بين فئتي الدراسة بشأن المقترحات المقدمة لمواجهة تحديات ومخاطر التحول الإلكتروني في الوحدات الحكومية المصرية. وتسهم هذه الدراسة في إلقاء الضوء على أهمية التحول الإلكتروني كأحد آليات تطوير نظام المعلومات الحكومي، مع تحديد تحديات ومخاطر هذا التحول في الوحدات الحكومية، والسبل والأدوات التي تعمل على مواجهة هذه التحديات والحد من المخاطر المحتملة، لتحقيق أقصى استفادة ممكنة من التقدم التكنولوجي في مجال تطوير نظام المعلومات الحكومي المصري.

The purpose of this study is to assess the role of electronic transformation in developing the information system in Egyptian governmental units; by studying the benefits of electronic transformation, which are related to solving problems of the government information system; and achieving the necessary development in light of the progress of Information and Communication Technology. In addition to, shedding light on the challenges and risks facing electronic transformation in Egyptian governmental units; which requires searching for ways to face them and minimize their negative effects, and come up with proposals to confront these challenges and risks; the study was conducted on a sample that was divided into two groups. The first group represented workers in governmental units and included administrative leaders, governmental accountants and the representatives of Ministry of Finance, and the second group included researchers from university professors (by using the Mann Whitney test); the study reached several results, the most important of which are. There are no significant differences between the two study groups regarding the advantages of applying electronic transformation to the development of the state’s general budget, the government accounting system, the control system and performance evaluation in governmental units. And there are significant differences between the two study groups regarding the existence of some challenges and risks facing electronic transformation in governmental units, In addition, there were no significant differences between the two study groups regarding the proposals submitted to address the challenges and risks of electronic transformation in Egyptian government units. This study contributes to shedding light on the importance of electronic transformation as one of the mechanisms for developing a government information system, while identifying the main challenges and risks facing electronic transformation in governmental units; and the techniques and tools that work to meet these challenges and reduce the potential risks, in order to make the most possible use of Information and Communication Technology in the field of developing the Egyptian government information system.
