520 |a إن المؤسسات الصغيرة والمتوسطة تعتبر عصب أي اقتصاد ناجح، وهي العمدة الأساسية لاقتصاديات الدول المتطورة، هذا ما يفسر اهتمام السلطات الجزائرية بهذا القطاع الحساس، لما له من دور فعال في خلق الثروة والتقليل من البطالة. وحيث أن الجانب التمويلي يمثل أكثر الجوانب حيوية في دعم الاستثمار قد أولت به عناية، حيث بذلت جهود معتبرة لدعم وترقية المستوى التمويلي بإنشاء العديد من الشركات المالية وإصلاح القطاع المصرفي، لكن تبقى هذه الجهود غير كافية للتخفيف من حدة مشكلة التمويل. 
520 |d Les PME sont considérées comme l'épine dorsale de tout succès économique, elles sont essentielle pour les économies des pays développés, ce qui explique l'intérêt pour les autorités algériennes dans ce secteur délicat, en raison de son rôle actif dans la création de richesses et la réduction du chômage. Et où l'aspect financier est l'aspect le plus essentiels à l'appui de l'investissement ou ils lui ont donné l'attention, où des efforts considérables ont été faits pour soutenir et améliorer le niveau de financement de l'établissement de la plupart des sociétés financières et de réparation du secteur bancaire, mais ces efforts restent insuffisants pour résoudre le problème du financement. 
520 |f Small and medium enterprises are considered the backbone of any successful economy, and they are the central pillar of the economies of developed countries. This explains the Algerian authorities' interest in this sensitive sector because of its effective role in creating wealth and reducing unemployment. Since the financing aspect represents the most vital aspect of investment support, attention has been given to it, as significant efforts have been made to support and upgrade the financing level by establishing many financial companies and reforming the banking sector, but these efforts remain insufficient to alleviate the financing problem.
