|a تناولنا في هذا البحث تحليل قانوني الاقتراض لعام 2020 وبحثنا حجم الأزمة التي يمر بها العراق بدءاً من الاحتجاجات الشعبية الغاضبة ثم انتشار جائحة كورونا ولانهيار أسعار النفط مما أوصل الحكومة إلى عجزها المالي الكامل عن دفع حتى رواتب لموظفيها وقد أوضحنا كيف بدأت بوادر البحث عن مخرج من هذه الأزمة الخانقة وكيف سارت الأمور صوب الاقتراض، كما بينا كيف نشب الخلاف بين الحكومة والبرلمان حول آلية الاقتراض وكيف وصل هذا الخلاف إلى أدق التفاصيل وهو ما أدى إلى التأخر في تغطية الأعباء المالية الواقعة على عاتق الحكومة مما خلف أثاراً اقتصادية ومالية كبيرة شملت اغلب شرائح المجتمع، كما أوجزنا التدابير التي تضمنتها تلك القوانين فيما يخص جباية الإيرادات غير النفطية، وقد طرحنا العديد من المقترحات التي من شأنها فيما لو تم الأخذ بها سوف تحد من خطر هذه الأزمة أو التقليل من عودتها مستقبلاً.

|b In this research, we examined the analysis the borrowing acts for the year 2020 and the size of Iraq's financial crisis, from the angry popular protests, the spread of the Coronavirus pandemic and the collapse of oil prices, which led the government to its tQotal fiscal inability to pay even its employees. We explained how the signs of finding a way out of this stifling crisis began to move towards borrowing. We also pointed out how the dispute between the Government and Parliament over the borrowing mechanism has intensified, as the dispute has gone into the most detailed form, resulting in a delay in covering the Government's financial burden, which has had a significant economic and financial impact on most segments of the society. We also outlined the measures contained in those laws with regard to the collection of non-oil revenues. We have put forward many proposals that, if adopted, would reduce the risk of such a crisis and reduce its potential for the future.
