المستخلص: يهدف البحث بعنوان: المتغيرات التشريعية والاقتصادية والسياسية ودورها في نظام الحكم إلى كيفية إيجاد حكم إقليمي فيدرالي راسخ يرتكز على قواعد ومبادئ ثابتة وراشد وبأقل تكلفة اقتصادية وذلك بتقليص هيكل الحكم وفي ظل موارد تتعلق بالمتغيرات التي تلازم التشريع في فرض الضرائب والرسوم بحيث لا تكون جزافية ومجحفة لا تتوفر فيها العدالة والإنصاف ودون محسوبية وحيادية واستقلالية حتى تكون مورد يغذي الخزينة لتحقيق وتقديم الخدمات وتوفير فرص التنمية وحل المشاكل القبلية. وبالتالي تتحقق الأهداف من مشاركة وتنمية محلية وخدمات أفضل وأمثل، وتجويد نظام الحكم والإدارة. وتمثلت مشكلة الدراسة في ترهل هيكل الحكم والإنفاق الكبيرة عليه، مما يترتب عليه ضعف الخدمات وتردي التنمية في التعليم والصحة. واتبع البحث المنهج الوصفي التاريخي والنظري التحليلي. وافترض البحث الفرضيات الأتية: توجد علاقة ذات دلالة بين هيكل الحكم والوضع الاقتصادي والسياسي توجد علاقة ذات دلالة بين تقديم الخدمات والتنمية واستغلال الموارد المالية الاستغلال الأمثل في ظل تغير القوانين وأنظمة الحكم. توجد علاقة ذات دلالة بين الحكم المحلي والاقتصاد والسياسة. وتوصل البحث إلى أهم النتائج الأتية: عدم استقرار الحكم والتغير المستمر أدى إلى ضعف الخدمات والتنمية في مجال التعليم والصحة. ضعف التشريعات وكثرة القوانين في فترات قصيرة ترتب عليه الارتباك وعدم استغلال الموارد الاستغلال الأمثل وتقديم أجود الخدمات وتحقيق تنمية مستدامة ومتوازنة بحيث تحقق الرفاه الاقتصادي والعيش الكريم. إعادة النظر في ترهل هيكل الحكم بشكل يحقق النماء وتوظيف الموارد المالية التوظيف الأمثل. الإنفاق البذخي على الهيكل الدستوري للحكم ترتب عليه إهدار للموارد المالية التي يتم تحصيلها من الشعب مما أثر ذلك على ضعف تقديم الخدمات والتنمية. كما توصل البحث إلى أهم التوصيات: ضرورة قيام المؤتمرات والورش لتقييم وتقويم الحكم المحلي سنويا. يجب توظيف الموارد التوظيف الأمثل في جودة الخدمات والتنمية. تقليص الهيكل الدستوري للحكم والصرف على الخدمات والتنمية بنسبة لا تقل عن 70% من الموارد المالية للموازنة السنوية. ترشيد الإنفاق على الفصل الأول والثاني من الميزانية السنوية وتوفير قاعدة بيانات وسجل للأنشطة التجارية للحفاظ على الموارد من الإهدار والفقدان والممارسات الخاطئة وإعداد موازنة واقعية.

The research, entitled Local Government System in Light of Legislative, Economic and Political Changes, aims at how to find a firm federal regional government based on firm and rational rules and principles and at the lowest economic cost by reducing the structure of governance and in light of the resources related to the changes that legitimize and impose taxes and fees so that they are not arbitrary and unfair in which justice and equity are not available And without favoritism, impartiality and independence in order to be a resource that nurtures the issue of providing services, providing development opportunities and solving tribal problems. Thus, the objectives of participation, local development, better and optimal services, and improvement of governance and administration are achieved. The problem of the study was represented in the slackness of the governance structure and the large expenditures on it, which results in weak services and deteriorating development in education and health. The research followed the descriptive historical and theoretical analytical method. The research assumed the following hypotheses: There is a significant relationship between the governance structure and the economic and political situation, there is a significant relationship between the provision of services, development and the optimal exploitation of financial resources in light of changing laws and governance systems. There is a significant relationship between local government, the economy, and the private sector. The research reached the following most important results: Instability of governance and continuous change led to weak services and development in the field of education and health. The weakness of legislation and the large number of laws in short periods resulted in confusion and failure to exploit resources optimally, provide the best services and achieve sustainable and balanced development so as to achieve economic well-being and decent living. Reconsidering the slackness of the governance structure in a way that achieves growth and optimal employment of financial resources. The extravagant spending on the constitutional structure of government resulted in a waste of financial resources collected from the people, which affected the weakness of service delivery and development. The research also reached the most important recommendations: The necessity of holding conferences and workshops to evaluate and evaluate local government annually. Resources must be optimally employed in the quality of services and development. Reducing the constitutional structure of governance and spending on services and development by no less than 70% of the financial resources of the annual budget. Rationalizing spending on the first and second chapters of the annual budget and providing a database and a record of commercial activities to preserve resources from waste, loss and erroneous practices, and preparing a realistic budget.
