المستخلص: تعد مشكلة (nCOV-2019 coronavirus) والأغلاق التام والتباعد الاجتماعي أحد أهم المشاكل التي فرضت على الناس في مدينة أربيل، والتي بدأت تأخذ أبعاداً اقتصادية واجتماعية خطيرة، وتؤثر على عملية صنع القرار في سوق العقارات. وعلى ضوء هذا يقوم البحث بتحليل أثر جائحة كورونا على أسعار بيع وإيجار العقارات السكنية في مدينة اربيل، ونتيجة لذلك استهدف البحث تحليل وبيان تأثير جائحة كورونا على أسعار البيع وإيجار العقارات السكنية في مدينة أربيل. ومن خلال نتائج البحث أثبتت وجود أثر واضح وسلبي لجائحة كورونا على العقارات السكنية في مدينة أربيل، وهذا يعني وجود علاقة عكسية بين جائحة كورونا و أسعار البيع وإيجار العقارات السكنية، وأخيراً أوصى البحث بمجموعة من التوصيات الهامة للتحكم وتقليل أثار جائحة كورونا على أسعار وإيجار العقارات السكنية في المستويين الجزئي والكلي، ففي المستوى الجزئي Micro level، اختيار العمليات التي تؤدي إلى زيادة معاملات بيع وشراء عقود استئجار العقارات السكنية، تقديم عروض مغرية للمستأجرين مثل توقيع عقود تصل مدتها إلى (6) اشهر بدلا من سنة واحدة، و إعفاء من قيم الإيجار لشهر أو شهرين، وتقليل نسبة الدلالية. وفي المستوى الكلي Macro Level تبني مجموعة من السياسات الاقتصادية التوسعية في شكل تقديم المنح والقروض العقارية، زيادة الإنفاق الحكومي، التوسع في الإعفاءات الضريبية، تخفيض أسعار الفائدة، تخفيض الرسومات الإدارية خاصة الرسومات العقارية، إتاحة السيولة المالية للشركات والأفراد المتضررين بسبب انتشار فيروس كورونا الجديد، وصرف مبالغ نقدية لمساعدة المواطنين "أي اتباع السياسة المروحية المالية (Helicopter money)" وكذلك التسهيلات الإدارية في نقل الملكية وتسهيلها بطرق إلكترونية أكثر سلاسة ووضوح وشفافية من الطرق التقليدية القديمة التي باتت تشكل عائقاً أمام الجميع.

The problem (nCOV-2019 coronavirus) and total closure and social spacing is one of the most important problems imposed on the people of Erbil city, which is beginning to take on serious economic and social dimensions, and affect the decision-making process in the real estate market. In light of this, the research analyzes the impact of the Corona pandemic on the sale prices and rental of residential properties in Erbil city, As a result, the research aimed to analyze and explain the impact of the Corona pandemic on the sale prices and rental of residential properties in Erbil. Through the results of the research proved the existence of a clear and negative impact of the Corona pandemic on residential real estate in Erbil city, and this means an inverse relationship between the Corona pandemic and the prices of sales and rental residential properties, and finally recommended a set of important recommendations to control and reduce the effects of the Corona pandemic on the prices and rent of residential properties at the partial and macro level, At the micro level level choose operations that increase the transactions of buying and selling residential rental contracts, offering attractive offers to tenants such as signing contracts of up to (6) months instead of one year, and exemption from rental values for one or two months. At the macro level, Macro Level adopts a range of expansionary economic policies in the form of grants and mortgages, increased government spending, expansion of tax exemptions, reduction of interest rates, reduction of administrative drawings, especially real estate drawings, To provide financial liquidity to companies and individuals affected by the spread of the new coronavirus, and to spend cash to help citizens, i.e. follow the policy of helicopter money, as well as administrative facilities in transferring ownership and facilitating it in electronic ways that are smoother, clear and transparent than the old traditional methods that have become an obstacle for all.
