المستخلص: شكلت مراجعة نظام اللاتركيز الإداري أولويات الإصلاح الإداري الشامل، وذلك بغية أقلمه الإدارة المركزية مع المجال الجهوي، من خلال إعادة تكييف المصالح الترابية للإدارة المركزية مع متطلبات اللامركزية والجهوية المتقدمة، وتكريس شروط التفاعل والتعاون بين بنيات اللامركزية واللاتمركز والجهوية. ومن هنا تكتسي هذه الدراسة أهميتها من خلال معالجة موضوع غاية في الأهمية، إذ توضح الإكراهات التي تعثري سياسة اللاتمركز الإداري، والتي ساهمت في اختلال التوازن بين هذا الأخير وبين نظام اللامركزية الإدارية، وفي هذا الصدد نتساءل؛ إلى أي حد يمكن القول بأن منح الأجهزة المحلية والجهوية للدولة المزيد من اللاتمركز، سيساهم في إعادة التوازن بين نظامي اللامركزية واللاتركيز وتحقيق التكامل بينهما لرفع من فعالية الجهة في تدبير شؤونها؟.

The review of the administrative DE concentration system constituted the priorities of comprehensive administrative reform in order to adapt the central administration to the regional field by re-adapting the territorial interests of the central administration to the requirements of advanced decentralization and regionalisation and to devote the conditions of interaction and cooperation between the structures of decentralisation, deconcentration and regionalisation. this study is important by addressing a very important issue, as it clarifies the constraints that stumble the administrative deconcentration policy and that contributed to the imbalance between the latter and the administrative decentralisation system. In this regard, we ask; To what extent can it be said that granting the state's local and regional agencies more deconcentration will contribute to restoring the balance between the deconcentration and decentralisation systems and achieving integration between them to increase the effectiveness of the authority in managing its affairs?
