المستخلص: Malgré les différentes restructurations et reformes qui ont touché les entreprises publiques algériennes (EPE), ces dernières restent confrontées à un paradoxe dans leur mode de gestion, celui de la gestion de la propriété publique marchande et le critère de commercialité auquel obéit leur management. Ce paradoxe est au centre de la problématique de gouvernance de ces EPE qui met en exergue, d’une part, leur maintien comme vecteur de développement national, et d’autre part, la nécessité d’une plus grande marge de manoeuvre des managers dans les décisions de gestion. Mais à ce jour, la logique entrepreneuriale souhaitée par ces EPE reste dominée par la logique publique et des idéologies politiques. Cette contribution tentera, en premier lieu, d’expliquer la structure de propriété des EPE algériennes et ses implications sur le mode de gouvernance approprié, et en second lieu, essayer de caractériser l’impact de ce mode de gouvernance sur la performance de ces EPE.

After the various reorganizations which touched the Algerian public enterprises (EPE), they still remain confronted with a paradox in their way of managing. Their management of merchant public property and the criteria of commerciability to which their management must obey. The entrepreneurial logic desired by these EPE remains dominated by the public logic. This paradox which is in the center of the problems of governance of these EPE put forward on the one hand, their bearing like vector of national development, and on the other hand, the need of more flexibility and margin for the managers in their decisions. This contribution will try firstly, to explain the structure of property of this EPE and its implications on the suitable mode of governance and secondly, to characterize the impact of this mode of governance on their performance.
