المستخلص: عندما أدرك العالم أهمية المصطلح في تنمية العلوم وتطويرها سعى إلى إيجاد مؤسسات ترعاه، وتحدد أنظمته ومبادئه حتى يسير في خطى ثابتة متسما بالدقة في المفاهيم بعيدا كل البعد عن الترادف والفوضى المصطلحية المؤدية إلى نتائج وخيمة على الصعيد العلمي والمعرفي. فتعريب العلوم مطلب عربي يتجاوز المتخصصين إلى جمهور المثقفين، يهدف إلى جعل اللغة العربية لغة متجددة للتعبير العلمي ولتقريب العلوم والتقنيات من ملايين المواطنين وهذا حرصا على استمرار العربية كلغة علمية موحدة. ومن هذا المنطلق واستجابة للحاجة العلمية الماسة إلى "معجم طوبونيمي رقمي جزائري"، Dictionnaire toponymique numérique algérien أخذ المجلس الأعلى للغة العربية على عاتقه مسؤولية مواكبة التحولات العلمية الحاصلة في هذا الحقل، وذلك للمضي قدما نحو تفعيل علم الطوبونيميا بعده مجالات من مجالات التنمية الحضرية، واستجابة للعصرنة التي تعتمد أسلوب "الرقمنة "Numérisation من خلال إنجاز معجم طوبونيمي متخصص، يحمل بين طياته معاني ودلالات وموضوعات خاصة بالطوبونيمات الجزائرية، وهو ما يتعلق بدراسة أسماء الأماكن، وتشمل كل المعالم الجغرافية المتمثلة في أسماء الجبال والتضاريس والأودية، أو أسماء القبائل والعروش أو أسماء الفضاءات الدينية كالمساجد والأضرحة، أو أسماء الأحياء والمدن والشوارع…وهذا تحد ينشده المجلس الأعلى للغة العربية بمرافقة الاختصاصيين والمهتمين بمجال البحث الطوبونيمي في الجزائر.

Due to the importance of terminology in sciences’ development, scientists sought to establish particular institutions that carefully define and systematically produce exact concepts to avoid any terminological chaos. The Arabization of science is strong demand that is shared by Arab specialists and intellectuals. It seeks to actualize and make Arabic language updated and unified so that it fits science and technology and make them at the service of millions of citizens. From this standpoint and in response to the urgent scientific need for an Algerian Digital Toponymic Dictionary, The Supreme Council of the Arabic Language has taken upon itself the total responsibility to keep pace with the scientific transformations taking place in this field, in order to move forward towards activating the science of toponymy in several areas of urban development, and in response to modernity that adopts the method of “digitization” through the creation of a specialized toponymic dictionary. The Algerian Toponymic Dictionary is overloaded with connotations, terms, and themes related to the Algerian toponyms. It concerns itself with the study of places’ names, and includes all geographical features while focusing on the significance of names of mountains, terrain and valleys, or the names of tribes and thrones, or the names of religious spaces such as mosques and shrines, or the names of neighborhoods, cities and streets. Accordingly, the present study considers the Algerian Toponymic Dictionary as a real challenge sought by the Supreme Council of the Arabic language and specialist who are interested in the field of toponymy in Algeria.
