المستخلص: Le rythme du changement dans les TIC n'a pas cessé de croitre depuis les années 2000 causant d’importants bouleversements au secteur des télécommunications. La convergence voix-données-image a eu des effets significatifs sur les organisations, les infrastructures et les plates formes des TIC. Toutefois, les principales faiblesses des opérateurs de télécommunications viennent de l’insuffisance de leurs capacités à faire face aux changements provoqués par les innovations. L’objectif de cet article est de proposer une réflexion sur les orientations stratégiques que les opérateurs des télécommunications peuvent envisager dans le contexte de la convergence des TIC. Une étude analytique est menée pour mieux connaitre les mutations de ce secteur, cibler plus spécifiquement les problématiques des opérateurs historiques et identifier les leviers de croissance. Une référence particulière à l’expérience de l’opérateur historique algérien sera discutée dans une perspective de stratégie de transformation.

The speed of change in ICT has increased since 2000, causing important disruptions in telecommunications sector. The Voice-Data Image convergence had a significant effect on organizations, infrastructure and ICT platforms. However, the main weaknesses of historical telecom players stem from the lack of their capacities to cope with the changes brought about by innovations. The objective of this article is to propose a reflection on the strategic orientations that telecom operators can consider in the context of ICT convergence. An analytical study is conducted to learn more about developments in this sector, targeting more specifically the incumbents and identify the levers of growth. A particular reference to the experience of the incumbent operator of Algeria will be discussed in a transformation perspective strategy.
