المستخلص: Assurer le maintien du train de vie actuel de la population, préserver la soutenabilité budgétaire devant la chute des cours pétroliers, faire face au défi de croissance de la consommation intérieure d'énergie face à un tarissement accéléré des gisements pétrolières. Comment résoudre la quadrature du cercle algérien ? Pour éviter des crises économiques et sociétales majeures, nous devons préparer notre futur et assurer la transition vers un nouveau modèle de gouvernance du patrimoine national d’hydrocarbure. Les grands axes de cette contribution consisteront à mettre en relief les principaux enjeux et défis en matière de sécurité énergique et de viabilité économique et financière auxquels l’Algérie devra faire face dans quelques années et aussi d’esquisser de possibles propositions tendant à améliorer la gouvernance financière du secteur des hydrocarbures en Algérie et faire en lui un secteur accompagnateur et non un secteur déterminant de l'avenir économique et financier du pays.

To ensure the maintain of the current lifestyle of the population, to preserve budgetary sustainability in face of falling oil prices, to face up the challenge of growth in domestic energy consumption in face of an accelerated depletion of oil deposits. How to solve the quadrature of the Algerian circle? To avoid major economic and societal crises, we must prepare our future and ensure transition to a new model of governance of the national hydrocarbon patrimony. The main axes of this contribution will be to highlight the principals issues and challenges in terms of energy security and economic and financial sustainability that Algeria will have to face up in a few years and also to outline possible proposals to improve financials governance of the hydrocarbon sector in Algeria and make in it an accompanying sector and not a decisive sector of the future country's economic and financial.
