المستخلص: هدفت الدراسة بصفة رئيسة الكشف عن متطلبات تنمية القيادة الاستراتيجية لدى قيادات كلية التربية الأساسية بالهيئة العامة للتعليم التطبيقي والتدريب بدولة الكويت، واستخدمت الدراسة لتحقيق هدفها المنهج الوصفي، بتحليل مفهوم القيادة الاستراتيجية، والوقوف على أهميتها، وخصائصها، ووظائفها، وأبعادها، ومتطلبات تحقيقها في كلية التربية الأساسية بالهيئة العامة للتعليم التطبيقي والتدريب بدولة الكويت، كذلك الوقوف على واقع أداء القيادات بها، وتوصلت الدراسة إلى مجموعة من النتائج أهمها: إخضاع كافة قيادات الكلية على مستوى الكلية وعلى مستوى الأقسام إلى دورات تدريبية مكثفة متخصصة في أسلوب الإدارة الاستراتيجية، الحرص على إشراك كافة القيادات على اختلاف مواقعهم التنظيمية في عملية تصميم وتنفيذ وتقويم الاستراتيجيات بصورة مباشرة وكاملة، واتخاذ الإجراءات اللازمة التي تتيح الوقت الكافي للعمداء من أجل القيام بعملية التخطيط الاستراتيجي، كأن يسمح لرؤساء الأقسام بمناقشة بعض الأمور الشكلية والإجراءات التنفيذية، وإنشاء لجنة داخل الكلية لتنمية مهارات القيادة الاستراتيجية لدى العميد المساعد ورؤساء الأقسام، وإنشاء نظام حوافز لتدعيم القائد الاستراتيجي أثناء العمل والتخطيط الاستراتيجي للكلية.

The study mainly aimed to uncover the requirements for developing strategic leadership among the leaders of the College of Basic Education in the Public Authority for Applied Education and Training in the State of Kuwait, and the study used to achieve its goal the descriptive approach, by analyzing the concept of strategic leadership, and identifying its importance, characteristics, advantages, functions, dimensions, and requirements for achieving it in The College of Basic Education at the Public Authority for Applied Education and Training in the State of Kuwait, as well as the reality of leadership performance in it, and the study reached a set of results, the most important of which Subjecting all faculty leaders at the college level and at the departmental level to intensive training courses specialized in the method of strategic management, ensuring that all leaders of different organizational positions are involved in the process of designing, implementing and evaluating strategies directly and completely. Take the necessary measures that allow sufficient time for the deans to carry out the strategic planning process, such as allowing the heads of departments to discuss some formal matters and operational procedures. Establishing a body within the college to develop strategic leadership skills for the Assistant Dean and department heads. Create an incentive system to support the strategic leader during work and the college's strategic planning.
