|a تستهدف هذه الدراسة تسليط الضوء على السياسات العمومية في القطاع الفلاحي وواقع الإنتاج في مجال الحبوب الاستراتيجية منذ سنة 2000، التي تعتبر السنة التي شهدت فيها البرامج الموجهة للقطاع قفزة نوعية، وهذا ما سنتطرق له من خلال البحث في هاته البرامج وتقييمها، والنتائج التي توصلت إليها ومدى تطابقها مع الأهداف المسطرة بالمخططات الفلاحية والتنموية ومساعي الدولة لدعم القطاع الفلاحي للمساهمة في الاقتصاد الوطني، من خلال تعزيز الصادرات والخروج من التبعية المطلقة لقطاع المحروقات وتقليص فاتورة استيراد المواد الغذائية.

|b This study aims to shed light on the public policies in the agricultural sector and the reality of production in the field of strategic grains since 2000. The latter is the year in which the programs targeting the sector have witnessed a significant leap. This is what we will discuss through research in these programs, their evaluation, the reached goals, and the extent of their conformity to the goals set by the agricultural and developmental plans. We will also refer to the state's efforts to support the agricultural sector, in order to contribute to the national economy by strengthen exports and to emerge from the absolute dependence on the hydrocarbons sector, in addition to reducing the import bill of food.
