المستخلص: Decentralization constitutes an important institutional factor of local development, since it is a means of promoting local democracy and the establishment of an adequate framework for local initiatives which allows local actors to solve their problems and improve their living conditions. The decentralized system in Algeria was set up to deal with the shortcomings of development policies from above and to create local development projects through the involvement of the various actors. However, several shortcomings are recorded at the level of Algerian local authorities. The objective of this work is to understand the origin of these shortcomings by analyzing the practices of local authorities and their involvement in the local development process.

La décentralisation constitue un facteur institutionnel important du développement local, puisque c’est un moyen de promouvoir la démocratie locale et la mise en place d’un cadre adéquat aux initiatives locales ce qui permet aux acteurs locaux de régler leurs problèmes et d’améliorer leurs conditions de vie. Le système décentralisé en Algérie a été mis en place pour faire face aux défaillances des politiques de développement par le haut et de créer des projets de développement local à travers l’implication des différents acteurs. Cependant, plusieurs insuffisances sont enregistrées au niveau des collectivités locales algériennes. L’objectif de ce travail est de comprendre l’origine de ces insuffisances en analysant les pratiques des collectivités territoriales et leur implication dans le processus de développement local.
