|a يفترض النظام اللامركزي أن تعترف التشريعات للجماعات المحلية بالاستقلالية في تخطيط وتنفيذ مشاريع التنمية، باعتبارها أقدر الهيئات على فهم احتياجات السكان التنموية. لكن الفقه الإداري بالجزائر ينظر إلى دور الجماعات المحلية ولاسيما البلديات في مجال التنمية بشكل تشاؤمي، حيث يعتبر أن التنمية المحلية مفروضة من القمة وأن النظام السياسي والإداري منذ الاستقلال وإلى اليوم لا يزال يتجاهل دور البلديات التي تعاني هي في حد ذاتها من محدودية الموارد البشرية والمالية، زيادة عن محدودية سلطاتها التقريرية في تخطيط وتحقيق احتياجات التنمية الفعلية. ووفق هذا السياق يحاول هذا البحث دراسة آثار التوجه السياسي والإداري ذي الطابع المركزي التحكمي الذي يحكم علاقة السلطة المركزية بالبلديات، من خلال بحث الإشكالية: ما مدى فعالية دور البلديات في تحقيق التنمية المحلية بالجزائر في ظل محدودية سلطاتها ومواردها البشرية والمالية؟

|b Administrative decentralization presupposes the legislative recognition of the autonomy of local communities in the planning and execution of local development, being the most able to understand the needs of their inhabitants. But Algerian doctrine establishes a pessimistic diagnosis on the role of municipalities in local development which is imposed by the top. Moreover, the political and administrative system, since independence and to this day, considers the municipalities incapable of carrying out any development policy. Such a situation can be explained, on the one hand, by the scarcity of their financial and human resources, and on the other hand, by the limited powers of the municipalities in the planning and execution of local development. In this context, this research addresses the impacts of the central and authoritarian political and administrative regime that dominates the relationship between the central power and the municipalities through the following issue: To what extent the role of municipalities in local development in Is Algeria effective in carrying out local development in the light of the imitation of their powers and the scarcity of their financial and human resources?
