المستخلص: يواجه المجتمع الدولي اليوم حالات متعددة ومشاكل معقدة تمتد آثارها ما وراء الحدود، الأمر الذي يهدد السلام والأمن على المستوى الوطني والإقليمي والدولي، حيث يمثل الإرهاب أحد مظاهر أبشع هذه المشاكل، فقد أصبح حقيقة واقعة تؤثر على الأمن العالمي من خلال قدرته على التأثير في بلدان متعددة، الأمر الذي يؤكد على أهمية وضرورة التنسيق والتكامل بين مختلف فروع القانون الدولي العام، باعتباره الإطار الذي يمكن من خلاله أن تتلاءم أنشطة مكافحة الإرهاب الوطنية والدولية والسماح للدول بالتعاون على نحو فعال مع بعضها البعض لمواجهة الإرهاب. هذا الإطار يتضمن بفروعه المختلفة أدوات تتناول جوانب محددة من مكافحة الإرهاب تتكامل فيما بينها نحو الهدف الأساس الذي تسعى إلى تحقيقه وهو حماية الإنسان والمحافظة على كرامته الإنسانية.

Aujourd'hui, la communauté internationale confronte à de multiples cas et des problèmes complexes qui s’étendent leurs effets au-delà des frontières, ce qui menace la paix et de la sécurité au niveau national, régional et international, où le terrorisme représente ici l'un des plus graves de ces problèmes. En effet, ce phénomène est devenu une réalité qui touche la sécurité mondiale grâce à sa capacité d'influencer dans plusieurs pays, ce qui souligne l'importance et la nécessité d'une coordination et d'intégration entre les différentes branches du droit international public, en tant que cadre dans lequel peut adapter les activités nationales et internationales de lutte contre le terrorisme et de permettre aux États de coopérer efficacement entre eux pour lutter contre le terrorisme. Ce cadre comprend, dans ses différentes branches, instruments traitant des aspects spécifiques de la lutte contre le terrorisme qui sont intégrés les uns aux autres pour atteindre l'objectif principal, qui se réside à la protection de l'homme et la préservation de sa dignité humaine.

Today, the international community faces multiple situations and complex problems that extend beyond borders, threatening peace and security at the national, regional and international levels, where terrorism represents one of the most horrific manifestations of these problems. It has become a reality that affects global security as it is able to effect multiple countries. This underlines the importance and necessity of coordination and complementarity between the various branches of public international law, as it is the framework within which national and international counter-terrorism activities can be compatible and allow states to cooperate effectively with each other to counter terrorism. This framework includes, in its various branches, tools dealing with specific aspects of combating terrorism that complement each other towards the main goal it seeks to achieve, which is the protection of human beings and the preservation of their human dignity.
