المستخلص: Many years the presidential administration under president Barack Obama and the congress run stages of negotiation and watching the developments of Iranian nuclear program with European states and the international institution to end the tension of Iran's nuclear program which began before decades, the tension between Iranian government and western states for many reasons among of them and one of the main reasons for this tension was the Iranian nuclear programs which started for a long period since 1979 and after Islamic revolution the program has stopped for years because of Iraqi-Iranian war and the embargo of the western states and institutions over the program institutions and the tension started again since the year 2003 which western governments discovered that Iran had been past a long way in production of nuclear energy and started a new era of negotiation with Iranian government and along these negotiations the congress had been watching and tried to deal with all these events, since the group of 5+1 states stared to deal and negotiations with Iran the congress tried to delete the treaty with Iran especially congress members and senators from republican party on the other hand the administration of the president (Barak Obama) with the group of 5+1 states and successes to got a deal with Iran and resolve the problem of Iranian nuclear case.

أدارت كل من الإدارة الأمريكية تحت رئاسة الديمقراطي باراك أوباما والكونغرس الأمريكي ومجموعة دول 5+1، والتي تولت في مفاوضاتها حول البرنامج النووي الإيراني وإنهاء حالة التوتر في العلاقات بين كل من إيران والمجموعة الدولية وفي خضم هذه الإجراءات كان الكونغرس الأمريكي حاضراً للاطلاع على سير المفاوضات والنتائج، بحسب الدستور الأمريكي الذي يضع شروط موافقة الكونغرس على كل الاتفاقيات التي تعقدها الإدارة الأمريكية مع أي طرف دولي ولأجل رفع العقوبات المفروضة على الدولة الإيرانية، إذ عمد نواب الكونغرس وشيوخه من أعضاء الحزب الجمهوري إلى محاولات خيارات فرض تأجيل البت في الاتفاقية إلى ما بعد الانتخابات الرئاسية المقبلة أو حتى عدم الموافقة عليها إلا أن سير المفاوضات وتوصل الوفد المفاوض الإيراني إلى إدارة اتفاق يعمد إلى خفض أجهزة الطرد المركزي وإلى نظام في المراقبة يتسم بالدقة مما أتاح التوصل إلى الاتفاق النووي.
