المستخلص: The research aims to analyze the reality of the investment environment in Iraq through its determinants and indicators and to indicate its suitability for the establishment of industrial zones that contribute to attracting private investment. The research problem lies in the weak investment environment and its inappropriateness to attract private investment due to the instability of political and security conditions, as well as the deteriorating economic conditions and the deterioration of infrastructure. The research reached several conclusions, the most important of which was that there was a delay and confusion in the work of the Iraqi government in providing a safe investment environment bearing the components of the appropriate environment to attract local and foreign investment. In addition to that, Iraq suffers from a major deficiency in the infrastructure, As well as the increase in administrative and financial corruption. The study recommended the necessity to diversify the structure of the national economy and not to rely entirely on the oil sector, to pay special attention to the industrial sector and raise its contribution to the gross domestic product, and to direct programs and policies that stimulate domestic and foreign investments.

يهدف البحث إلى تحليل واقع البيئة الاستثمارية في العراق من خلال محدداتها ومؤشراتها وبيان مدى ملاءمتها لإقامة مناطق صناعية تسهم في جذب الاستثمار الخاص. وتكمن مشكلة البحث في ضعف البيئة الاستثمارية وعدم ملاءمتها لجذب الاستثمار الخاص بسبب عدم استقرار الظروف السياسية والأمنية فضلا عن تردي الأوضاع الاقتصادية وتهالك البنية التحتية. وتوصل البحث إلى عدة استنتاجات كان من أهمها ضعف الإجراءات في عمل الحكومة العراقية في توفير بيئة استثمارية آمنة تحمل مقومات البيئة الملائمة لجذب الاستثمار المحلي والأجنبي. إضافة إلى أن العراق يعاني من قصور كبير في البنية التحتية، فضلا عن تزايد الفساد الإداري والمالي. وأوصت الدراسة بضرورة تنويع هيكل الاقتصاد الوطني وعدم الاعتماد كليا على القطاع النفطي، وتوجيه عناية خاصة لقطاع الصناعة ورفع مساهمته في الناتج المحلي الإجمالي، وتوجيه البرامج والسياسات المحفزة للاستثمارات المحلية والأجنبية.
