المستخلص: The lack of awareness of the importance of constructive interaction between cultural groups at the social and political level, Led to an increase in the number of problems of multiculturalism in Iraq after the year (2003), contributed to the spread of societal violence and led to the aggravation of security and political problems that were directly reflected on his political reality, and the continuing conflict between Partisan forces influencing power, and their lack of clear-cut ideological trends is one of the reasons for their failure to develop the political process, as a result of their endeavor to manage power according to their narrow sectarian orientations, Out of balance to create a common collective will that reflects the interests of a pluralistic society. The issue of solving this problem requires a strong and positive will characterized by rational intellectual maturity, and believes in social interaction to advance the integration process, and in a manner that guarantees the rights, freedoms and interests of everyone fairly and dealing with them on the basis of the principle of citizenship, which entrenches the culture of dialogue, tolerance and peaceful coexistence, and in turn promotes the bonds of societal homogeneity and its culture Conscious and independent political, to weaken the power of belonging and sub-loyalty in favor of the unified national identity, and supports the process of political stability in all its dimensions.

أن غياب الوعي بأهمية التفاعل البناء بين الجماعات الثقافية على المستوى الاجتماعي والسياسي، أدى لزيادة حجم إشكالية التعددية الثقافية في العراق بعد العام (2003)، وأسهم بانتشار ظاهرة العنف المجتمعي وقاد لتفاقم المشكلات الأمنية والسياسية التي انعكست مباشرة على واقعه السياسي، وعد استمرار ظاهرة الصراع بين القوى الحزبية المؤثرة في السلطة، وعدم امتلاكها لتوجهات فكرية واضحة المعالم أحد أسباب فشلها في تطوير العملية السياسية، نتيجة لسعيها لإدارة السلطة وفق توجهاتها الفئوية الضيقة، وبعيدا عن التوازنات لخلق إرادة جماعاتية مشتركة تعبر عن مصالح المجتمع التعددي. ومسألة حل هذه الإشكالية يتطلب توفر إرادة قوية وإيجابية تتسم بالنضوج الفكري العقلاني، وتؤمن بالتفاعل الاجتماعي لدفع عملية الاندماج، وبما يضمن حقوق وحريات ومصالح الجميع بأنصاف والتعامل معهم على أساس مبدأ المواطنة، مما يرسخ ثقافة الحوار والتسامح والتعايش السلمي، وبدوره يعزز من أواصر التجانس المجتمعي وثقافته السياسية الواعية والمستقلة، ليضعف من قوة الانتماء والولاء الفرعي لصالح الهوية الوطنية الجامعة، ويدعم عملية الاستقرار السياسي بكل أبعاده.
