المستخلص: تشكل الثقافة السياسية جزءاً مهماً من البيئة أو الوسط الذي يحدث فيه السلوك السياسي، ونجد أن التناسق بين الثقافة السياسية وبنية النظام السياسي ضروري لاستقرار النظام وعمله بشكل جيد والتفاوت بينهما يهدده، وتسعى هذه الدراسة إلى تفسير علاقة الثقافة السياسية بالاستقرار السياسي في دولة الإمارات العربية المتحدة. وتنطلق من مشكلة بحثية تدور حول أنه: بالرغم من توقعات بعض المحللين بظهور حالة من عدم الاستقرار السياسي في دولة الإمارات العربية المتحدة بعد وفاة الشيخ زايد آل نهيان في العام 2004، باعتبار أنه ناظم عقد هذا الاتحاد، والذي تنبأ البعض بانفراطه بعد وفاته، ولكن استمرت حالة الاستقرار السياسي لعوامل متعددة، كان من بينها طبيعة ومكونات الثقافة السياسية السائدة لدى المواطن الإماراتي. وتم تقسيم الدراسة إلى خمس محاور، تناولت؛ مفهوم ومحددات الاستقرار السياسي، مفهوم ومكونات الثقافة السياسية، العلاقة بين الثقافة السياسية والاستقرار السياسي، تحليل محددات ومظاهر الاستقرار السياسي، ومن ثم تفسير العلاقة بين الثقافة السياسية والاستقرار السياسي في دولة الإمارات. توصلت الدراسة إلى أهمية دور العامل الثقافي في تحقيق الاستقرار السياسي والحيلولة دون وقوع الاضطرابات السياسية، فقد لعب كلاً من الوعي السياسي والحرية السياسية كمتغيرات ثقافية دوراً مهم في التأثير على الاستقرار السياسي في الإمارات. ويتضح ذلك في أنه سواء في عهد الشيخ زايد أو العهد الراهن وحكم الشيخ خليفة قد استمرت الثقافة السياسية الداعمة لاستقرار النظام السياسي وقد تمثلت أبرز ملامح هذه الثقافة في رضاء المواطنين عن أداء النظام السياسي في الجوانب الاقتصادية والاجتماعية كأولوية للمواطن.

Political culture is considered the important part of the environment or in which political behavior takes place, and we find that the symmetry between political culture and the structure of the political system is necessary for the stability and functioning of the system and the disparity between them threatens it, this study seeks to explain the relationship of political culture by political stability in the United Arab Emirates. And it comes from a research problem around that: Despite some analysts' expectations of the emergence of a state of political instability in the United Arab Emirates after the death of Sheikh Zayed Al Nahyan in the year 2004 ,because of considering this system complicate this union, which some predicted its dissolution after his death, but the political stability continued due to multiple factors, including the nature and components of the prevailing political culture of the Emirati citizen. The study was divided into five points , dealing with: The concept and determinants of political stability, the concept and components of political culture, the relationship between political culture and political stability, analysis of the determinants and manifestations of political stability, then the interpretation of the relationship between political culture and political stability in the UAE. Through this study, we found that the factor of political culture plays an important role in achieving political stability and preventing political upheavals. Both political awareness and political freedom as cultural variables played an important role in influencing political stability in the Emirates. This is evident in the fact that, whether during the era of Sheikh Zayed or the current system and the rule of Sheikh Khalifa, the political culture in support of the stability of the political system has continued, and the most prominent features of this culture have been citizens' satisfaction with the performance of the political system in the economic and social aspects as a priority for the citizen.
