المستخلص: هدفت الدراسة إلى التعرف على واقع برامج التنمية المهنية للقيادات المدرسية في مصر، والوقوف على معوقات تطوير برامج التنمية المهنية للقيادات المدرسية في مصر، وتحديد آليات تطوير برامج التنمية المهنية للقيادات المدرسية في مصر، والكشف عن الفروق الإحصائية بين متوسطات استجابات عينة الدراسة حول واقع برامج التنمية المهنية للقيادات المدرسية في مصر تعزى لمتغيرات (المؤهل سنوات الخدمة-عدد الدورات التدريبية). واستخدمت الدراسة المنهج الوصفي، واعتمدت الدراسة الاستبانة أداة لها، وتكون مجتمع الدراسة من مديري المدارس بمحافظتي القاهرة والجيزة، وبلغت عينة الدراسة (٤٣٠) مديراً، وتوصلت الدراسة إلى أن من أهم معوقات تطوير برامج التنمية المهنية للقيادات المدرسية في مصر ضعف اهتمام إدارة التعليم بعمل حصر وتحديد للاحتياجات التدريبية للقيادات، وقيام التخطيط للبرامج على العشوائية نتيجة لضعف توافر قاعدة معلومات عن العملية التدريبية، وضعف اهتمام إدارة التعليم بتوفير الاحتياجات التدريبية للقيادات المدرسية، وضعف اعتماد الإدارة على التخطيط والتنظيم والتنفيذ الجيد للخطط الموضوعة للتدريب، كما توصلت الدراسة لا توجد فروق ذات دلالة إحصائية في متوسطات استجابة أفراد العينة حول آرائهم في واقع برامج التنمية المهنية للقيادات المدرسية في مصر تعزى لمتغيرات (المؤهل- سنوات الخدمة- عدد الدورات التدريبية). وفي نهاية الدراسة تم صياغة الاستراتيجية المقترحة للتنمية المهنية للقيادات المدرسية بمصر في ضوء مجتمع المعرفة واشتملت على مبررات ومرتكزات الاستراتيجية المقترحة، وأهداف الاستراتيجية المقترحة، ومتطلبات تطبيقها، وآليات تنفيذها، بالإضافة إلى معوقات تنفيذ الاستراتيجية المقترحة.

The study aimed to identify the reality of the professional development system of the school leaders in Egypt and to identify the obstacles to developing the professional development system for the school leaders in Egypt and to identify the mechanisms of developing the professional development system for the school leaders in Egypt and uncover the statistical differences between the average responses of the study sample on the reality of the development system Of the school leaders in Egypt due to the variables (qualification - years of service - number of training courses). The descriptive study the method used, and instrument depended the study the showing have fun, and formation the gathered study blessing the managerial schools in preservation Cairo, and in language of sample studious (430) manager, and the study continued until from important blocking of development the metrical development occupational for the leaderships scholastic in Egypt multiple interest of administration of the education in work of restriction and specification for the needs instructional for the leaderships, and rising of the plan for the programs on the randomization result for multiple abundance of base information about the operation instructional, and multiple interest of administration of the education in saving of the needs instructional for the leaderships scholastic, and multiple dependency of the administration on the plan and the good organization and the execution for the plans the placed for the practice, just as the study reached twaajd differences self of evidence of statistical in medium their response individuals of the sample around opinions in metrical reality the development occupational for the scholastic leaderships in Egypt becomes strong for variables (qualified – years of the service – rotary equipments Instructional).End fulfilled studious formation was complete the strategic occupational proposed for the development for the leaderships scholastic in Egypt in light of requirements the gathered knowledge and justifications and pivots included on the strategic proposed, and goals the strategic proposed, and her requirements of application, and automatic her execution, in in addition to blocking execution the strategic proposed.
