المستخلص: تعد مشكلة النزوح والتهجير من أهم المشاكل المطروحة في المسح الجغرافي السياسي لما لهذه الظاهرة من أثر كبير في المجتمع العراقي بشكل عام ومحافظة صلاح الدين على وجه الخصوص وتأثيرها في إعادة هيكلة البناء الطبقي للمجتمع المدني والسياسي والأنظمة السياسية الحالية ومدى إدراكها لهذه المشكلة الكبيرة التي تصيب المجتمع، لذا جاءت مشكلة البحث والمتمثلة ببيان أثر المتغيرات السياسية على ظاهرة النزوح والتهجير في محافظة صلاح الدين ومحاولة الكشف عن مسببات هذه الظاهرة وأبعادها الجيوسياسية عن طريق بيان موقع المنطقة الاستراتيجي الذي يعد حلقة وصل بين محافظات الشمال والجنوب، كذلك إظهار أهم المتغيرات التي أثرت في تفاقم الظاهرة واستعمال منهج تحليل القوة والمنهج الكمي ثم استعمال الوسائل والقوانين الإحصائية ومنها قانون الدرجة المعيارية لمعرفة مدى تشتت النازحين والمهجرين وتوزيعهم الجغرافي من محافظة صلاح الدين نحو المحافظات الأخرى والعكس، ثم تمثيل تلك البيانات بخرائط منها خرائط الحركة الأحادية وخرائط الكوربلث باستعمال الدرجة المعيارية وبرامج نظم المعلومات الجغرافية (Arcgis10.5)، ثم استعمال قانون الانحدار الخطي البسيط لكشف العلاقة بين متغيرين أساسيين هما الزمن وأعداد المهاجرين ومعرفة نوع تلك العلاقة واكتشاف مدى تأثير قوة المتغيرات السياسية في أعداد المهاجرين في مدة زمنية معينة باستعمال برامج الإحصاء المتمثلة ببرنامج (SPSS) الإحصائي الذي يحتوي على مجموعة من الحزم الإحصائية والمعادلات الرياضية، لمحاولة الوصول إلى حلول تتناسب مع الوضع الراهن، فضلا عن بيان مدى تأثير موجات النزوح على النظام الاقتصادي والاجتماعي القائم في المناطق الطاردة (منطقة الأصل) والمناطق الجاذبة (المنطقة المستقبلة)، أيضا بيان مدى انعكاس موجات النزوح على مستقبل النظام السياسي القائم ومكوناته، وانعكاسها على واقع النظام الانتخابي وخطورة تفاقم تلك الظاهرة التي قد تؤدي إلى ظهور ما يسمى بالأقاليم السياسية لبعض المناطق وتقسيمها جغرافيا وسياسيا إلى مناطق ذات نفوذ قومي أو مذهبي أو عرقي ، ومدى إدراك الحكومة لتلك الظاهرة والإسراع بوضع حلول عاجلة تهدف إلى المواطنة وتغيير الولاء من القومية والمذهب إلى الولاء للوطن، ثم استعرض أهم الحلول على المستوى المحلي والإقليمي واستعراض أهم الاستنتاجات والتوصيات التي توصلت إليها الدراسة.

The problem of displacement is one of the most important problems in the geopolitical arena because of this phenomenon of great impact in the Iraqi society in general and the province of Salah al-Din in particular And its impact on the restructuring of the class structure of civil society and political and current political systems and the extent of their awareness of this major problem affecting society, Therefore, the problem of research, represented by a statement of the impact of political variables on the phenomenon of displacement and displacement in the province of Salah al-Din and the attempt to detect the causes of this phenomenon and geopolitical distance through the statement of the location of the strategic region Which is a link between the provinces of the north and south, as well as showing the most important variables that have affected the aggravation of the phenomenon and the use of the methodology of force analysis and quantitative approach and the use of statistical means and laws, including the law of the standard degree to know the extent of dispersion of the displaced And their geographical distribution from the province of Salah al-Din to other governorates and vice versa, and then representation of such data maps, including maps of unilateral movement and maps Corballth using the standard and GIS programs (Arc gis10.5), And then use the simple linear regression law to reveal the relationship between two basic variables, the time and the preparation of migrants, and the knowledge of the type of relationship and the discovery of the impact of the strength of political variables on the preparation of migrants in a period of time using the statistical programs of the program (Spss), To try to reach solutions that are appropriate to the current situation, as well as to indicate the extent of the impact of the waves of displacement on the economic and social system existing in the expelling areas (region of origin) and attractive areas (receiving region), The impact of the waves on the future of the political system and its components, and their reflection on the reality of the electoral system and the seriousness of the aggravation of the phenomenon that may lead to the emergence of the so-called political regions of some regions and geographically and politically divided into areas of national or sectarian or ethnic, And the extent of the government's awareness of this phenomenon and accelerate the development of urgent solutions aimed at citizenship and change loyalty of nationalism and doctrine to loyalty to the homeland, and then review the most important solutions at the local and regional level and review the most important conclusions and recommendations of the study.
