المستخلص: تهدف هذه الدراسة إلى التعرف على السياسة النقدية وفعاليتها ضمن مختلف أنظمة الصرف، كما نتطرق فيها إلى الأوضاع الاقتصادية التي شهدتها الجزائر بداية من منتصف الثاني لسنة 2014 بسبب انخفاض أسعار النفط التي أدت إلى استخدام آلية التمويل غير التقليدي. وفي ظل استمرار هذه الأوضاع ستكون الجزائر مجبرة على اللجوء إلى مؤسسات التمويل الدولية للحصول على القروض، وستفرض عليها جملة من الشروط من أهمها تعويم العملة، ولتفادي الأثار السلبية على الاقتصاد الجزائري من هذه الشروط، وجب تحديد الشروط اللازمة لتحقق السياسة النقدية فعاليتها في ظل انتهاج تعويم العملة وذلك من خلال التطرق إلى تجربتي مصر ونيجيريا.

This study aims to identify monetary policy and its effectiveness within the various exchange systems, we also touch on the economic situation in Algeria since mid-2014 due to the low oil prices that led to the use of the non-traditional financing mechanism. As these conditions continue, Algeria will be obliged to resort to international financial institutions to obtain loans, and will impose on it a number of conditions, the most important of which is the floating currency. In order to avoid the negative effects on the Algerian economy from these conditions, the necessary conditions for monetary policy to be effective in the light of the currency float must be defined by addressing the experiences of Egypt and Nigeria.

Cette étude vise à identifier la politique monétaire et son efficacité au sein des différents systèmes de change. Nous abordons également la situation économique en Algérie depuis la mi-2014 en raison de la faiblesse des prix du pétrole qui a conduit à l'utilisation du mécanisme de financement non traditionnel. À mesure que ces conditions perdureront, l’Algérie sera obligée de recourir à des institutions financières internationales pour obtenir des prêts et lui imposera un certain nombre de conditions, dont la plus importante est la monnaie flottante. Afin d'éviter les effets négatifs sur l'économie algérienne de ces conditions, il est nécessaire de définir les conditions nécessaires pour que la politique monétaire soit efficace face au flottement monétaire en prenant en compte les expériences de l'Égypte et du Nigéria.
