|a يهدف البحث إلى دراسة لمعوقات تطبيق الإدارة الإلكترونية بمديرية الشباب والرياضة ببنى سويف، واستخدم الباحثين المنهج الوصفي (أسلوب الدراسات المسحية) بخطواته وإجراءاته وذلك لمناسبته لتحقيق أهداف البحث وقدرته علي جمع أوصاف علمية عن المشكلة قيد البحث، وتمثل مجتمع البحث في العاملين بمديرية الشباب والرياضة ببني سويف وعددهم (١٦٠٠) فرد، وقد تم اختيارها بطريقة العينة العشوائية الطبقية من جميع العاملين بمختلف المستويات الإدارية بمديرية الشباب والرياضة ببني سويف، قد بلغت العينة الأساسية (٤٨٠) فرد، كما بلغت العينة الاستطلاعية عدد (٤٠) فرد، وفي ضوء نتائج البحث تحقيقا لهدفه والتي جاءت من خلال التأكد من الفروض، فقد توصل الباحث لمعوقات تطبيق الإدارة الإلكترونية بمديرية الشباب والرياضة ببنى سويف، أهمها: - عدم وجود تحديث للدورات التدريبية الخاصة باستخدام العالميين لنظم الإدارة الإلكترونية وشبكات الإنترنت. - وجود مشكلات تقنيه خاصه بتوافر تقديم خدمه الإنترنت بصفه دائمة. - وجود ثقافة لدى العاملين بأنه سيتم الاستغناء عنهم في حال وجود الإدارة الإلكترونية. - عدم دراية العاملين بأهمية استخدام الإدارة الإلكترونية وأيضا التعامل معها. - عدم وجود قواعد بيانات خاصة لاستخدامات المديرية. - عدم وجود ميزانية خاصة بمتطلبات تفعيل الإدارة الإلكترونية. - افتقار وجود بنية شبكية تحتية قوية وسريعة وآمنة لاستخدامات المديرية. - عدم وجود أفراد مدربون للتعامل مع الحاسب الآلي باللغة الإنجليزية بسهولة.

|b The research aims study of the obstacles of applying electronic management in the Directorate of Youth and Sports in Beni Suef, and the researchers used the descriptive method (method of surveys) with his steps and procedures for his occasion to achieve the objectives of research and his ability to collect scientific descriptions of the problem in question, The research community was represented in the 1.600 employees of the Youth and Sports Directorate in Beni Suef, and was selected in a random class sample from all the workers at various administrative levels in the Directorate of Youth and Sports in Beni Suef, the basic sample (480) individuals, and the survey number (40) Individually, in the light of the results of the research to achieve his goal, which came through the confirmation of the obligations, the researcher reached the obstacles of applying electronic management in the Directorate of Youth and Sports In Beni Suef, the most important of which are: - Lack of update of training courses on the use of global e-management systems and Internet networks. - The existence of technical problems specific to the availability of internet service in a permanent capacity. - The existence of a culture among employees that they will be dispensed with in the case of electronic management. - Employees are not aware of the importance of using e-management and also dealing with it. - Lack of special databases for the use of the Directorate. - Lack of a budget for the requirements of activating electronic management. - Lack of a strong, fast and secure infrastructure for the directorate's uses. - The lack of trained personnel to deal with the computer in English easily and easily. - The lack of a maintenance team is ready to deal immediately with malfunctions that may occur while working in computers and networks.
